Stocks plunge in China over coronavirus fears.
Stocks in China plunged in early Monday trading as investors returned from a long holiday to the prospect of the world’s No. 2 economy virtually shut down by the coronavirus epidemic.
Stocks in Shanghai opened 8.7 percent lower, while shares in the southern Chinese boomtown of Shenzhen fell 9 percent. The markets had been closed since Jan. 23 for the Lunar New Year holiday, and government officials extended that closure until Monday while the authorities dealt with the outbreak.
Other markets in the region, which have already digested much of the impact, opened lower as well. Shares in Tokyo and in Australia were down about 1.5 percent in early Monday trading. Stocks in Hong Kong opened about half a percent lower.
The damage could be confined to Asia. Futures markets that predict the performance of stocks in the next day forecast a positive opening for Wall Street and a mixed day for shares in Europe.

“An emergency management plan on contagious diseases control has been prepared before the Chinese New Year holidays and is now in place in an effort to keep contagious viruses at bay,” the companies said in a joint statement yesterday.
These proactive measures include thermal screening and health monitoring, which has been enforced at all ECRL work sites with workers who have travelled to affected areas in China being advised to not return to Malaysia until the outbreak has been brought to heel.
At the same time, both the MRL and CCC-ECRL refuted media and social media reports that a five-year-old child from China whose parents were attached to the ECRL project management camp in Kemaman, Terengganu may have been infected by the coronavirus.
“It has been clarified by the Terengganu State health director on late Monday that the girl only had common fever and sore throat,” said MRL and CCC-ECRL.
Bernama had earlier reported that Terengganu police had confirmed receiving a report to track down the child in question, after she was allegedly taken out of a Kemaman Hospital by her parents.
The report was made by a doctor who said upon examining the child he had detected symptoms and advised for the child to be quarantined and be observed at the hospital.

KUALA LUMPUR (Jan 29): Malaysia Rail Link Sdn Bhd (MRL) and China Communications Construction ECRL Sdn Bhd (CCC-ECRL) have set up precautionary and preventative measures to guard against the coronavirus.
MRL, the project and asset owner of the East Coast Rail Link (ECRL), and its main contractor CCCERL said they are taking preventative measures against the virus for staff who have just returned or are returning from China.

Public can help ECRL route by year end
PETALING JAYA: The public will be able to give views on the exact alignment of the revised portion of the 640km East Coast Rail Link (ECRL) by end of the year.
In a statement, project owner Malaysia Rail Link Sdn Bhd (MRL) said a three-month public inspection exercise will be held to gather feedback on the alignment so that the design can be fine-tuned.
This public display exercise is a statutory requirement under the Land Public Transport Act 2010, and MRL would soon submit the conditional ECRL Railway Scheme to the Land Public Transport Agency (APAD) for consideration.
The statement follows the relaunch of the ECRL Project at Terengganu’s Dungun tunnel by Transport Minister Anthony Loke.
Also at the event were Terengganu Mentri Besar Datuk Seri Dr Ahmad Samsuri Mokhtar, Negri Sembilan Mentri Besar Datuk Seri Aminuddin Harun, Chinese Ambassador to Malaysia Bai Tian and China Communications Construction Co Ltd (CCCC) vice-president Sun Ziyu.
CCCC is the engineering, procurement, construction and commissioning contractor of the network that is scheduled for completion by December 2026 so that a journey from Kota Baru to Putrajaya can be made in about four hours.
MRL said it will prioritise the works on its tunnels and viaducts along the alignment from Dungun, Terengganu to Mentakab, Pahang over the next six to 12 months in a bid to keep the project running on time.
“The prime focus would be on the design and physical works of the 14.13km of tunnels in 23 locations as well as preparatory works for 39.03km of viaducts in 65 locations,” it said, adding that these are situated within the 223km stretch from Dungun to Mentakab, where no rail alignment changes were made under the revised project specification. Advanced earthworks have commenced on several ECRL tunnel portal sites, including the 871m Dungun Tunnel, the 1.1km Paka Tunnel and the 2.8km Kuantan Tunnel, while site clearing and pile testing on multiple sites for viaducts are taking shape mainly in the coastal areas of Terengganu.
The revised project specifications involve reducing the network from 688km to 640km through alignment changes between Kota Baru and Dungun, together with the introduction of a new alignment southwards from Mentakab to Port Klang via Negri Sembilan and Putrajaya.
The project will feature at least 30 tunnels, with the longest tunnel measuring about 7km to be built in the Jelebu-Semenyih area of Negri Sembilan, along with several dozen viaducts with a combined length of nearly 100km.
All seven ECRL base camps and their satellite camps and batching plants in Kelantan, Terengganu and Pahang have been reactivated and local workers are expected to make up 70% of the workforce.
MRL CEO Datuk Seri Darwis Abdul Razak said local contractors eyeing the 40% civil works portion of the project would be notified in writing in a matter of weeks, adding that the ECRL pre-qualification evaluation committee is in the final stages of evaluating the bids from 1,321 Malaysian construction firms.
According to him, soil investigation works and topography survey have commenced on the stretch from Kota Baru to Dungun and the southern alignment from Mentakab to Port Klang, so that the final alignment can be locked down for land acquisition.
“We have proceeded with the land acquisition process under Section 8 of the Land Acquisition Act for the Dungun-Mentakab stretch involving 1,700 lots.
“In fact, most of these lots in Pahang have been gazetted by the authorities. We are ready for full-scale civil works, be it earthworks, foundation works and piling on multiple sites, along this 223km stretch to ensure the entire project is delivered in seven years,” he said.

WORKING HAND IN HAND
This was maybe the same reason why 65-year-old Osman Haron deferred his retirement plan and accepted an invitation from his colleagues from the CCCC to work for the ECRL.
Osman was a veteran at the Chinese company. "I have been with the company for 19 years, nearly 20 years," he noted.
Now working as a section director in charge of health and safety and environment issues, he is confident that the ECRL will bring benefits to his hometown of Temerloh, which lies almost at the center of the peninsula.
"Of course it will be good for my hometown, because it will be easier for them to travel to Kuala Lumpur," he said. "I feel very happy to contribute maybe my last service this time."
Over the years, Osman has enjoyed working with his Chinese colleagues. "I have done my service according to what responsibility needs to be given. Maybe because of that, they like me," he joked.
"To me, I like to work with them because they like to know further. They like to learn something that's new for them," he noted. "I love to give them training and so on."
Osman's colleague Satnam Singh Ajit Singh, a CCCC section manager in charge of authority and community liaison, was expecting to experience culture shock when he joined the company.
But he was soon surprised at how his Chinese colleagues had been trying to adapt to the local culture.
"You see how they respect our culture. 'What shall we do and what shall we not do' -- all these things are always on their mind," he said, adding that his Chinese colleagues visited nearby villages and orphanages to interact with locals.
Collaborations between Malaysian and Chinese people, who work hand in hand, are essential for the smooth development of the ECRL.
EARLY BENEFITS EMERGED
The benefits of the ECRL and the opportunities it presents are emerging long before the trains will start running.
The four-day recruitment roadshow in Kuantan over the past week revealed the efforts being made by both the CCCC and the MRL to tap local talent in construction.
The ECRL project stands to create 23,000 jobs during the peak of its construction period in 2021, said the two companies, adding that the project seeks to recruit professionals, skilled workers and general workers.
"The recruitment roadshow is in line with the ECRL's role as a catalyst for economic equality between the West Coast and East Coast of the peninsula. Hence, we take this opportunity to highlight to Malaysians that there are ample job offers via the ECRL project, which prioritizes a local workforce," the two companies added.
Malaysian Finance Minister Lim Guan Eng said last month that the construction of the ECRL would greatly benefit locals and boost knowledge-sharing between Malaysia and China.
"The ECRL project will provide new jobs for local vendors and contractors," he said at the ceremony when Small Medium Enterprise Development Bank Malaysia announced it would set aside 1 billion ringgit (240 million U.S. dollars) especially for local contractors to participate in the ECRL.
At least 40 percent of the civil works will be done by local contractors, according to the CCCC.
"The ECRL will also provide the platform for knowledge-sharing and technology transfer," Lim noted. "This is crucial as Malaysian companies, especially the smaller ones, must urgently raise their competitiveness and improve their work and service quality."
Malaysia and China are also actively exploring opportunities for joint ventures along the ECRL. Such cooperation between the two countries, said Malaysian Transport Minister Anthony Loke Siew Fook in July, would support the implementation of the China-proposed Belt and Road Initiative.
For Osman, the ECRL is the largest and most challenging project in his career with the CCCC, but he is confident in its success. "I look at the management set-up, it's really well established and well organized. I'm sure the project will be completed on time," he noted.

KUANTAN, Malaysia, Dec. 9 (Xinhua) -- The East Coast Rail Link (ECRL), a major infrastructure project between China and Malaysia, is set to greatly enhance connectivity in Malaysia, bringing more balanced growth to the Southeast Asian country.
Even before the expected completion of the ECRL in 2026, the megaproject is starting to open up new opportunities for Malaysians by creating jobs and providing knowledge-sharing and technology transfer as construction gradually moves into full swing.
NEW PROSPECT FOR DEVELOPMENT
When Mohd Haziq Akhmal learned about the ECRL's recruitment roadshow, hosted by main contractor of the project China Communications Construction Company (CCCC) and the project's owner Malaysia Rail Link (MRL), he traveled from the historical town of Malacca on the West Coast of Peninsular Malaysia to Kuantan on the East Coast, where the event was held.
The 260-km trip across the peninsula currently involves a four-hour drive, but the 31-year-old civil servant, who applied for an engineering position in the ECRL, considered it worthy to earn a new opportunity.
"I have a background in engineering, so that's why I applied for this job," he told Xinhua at the roadshow on Friday. "I found out about the job offer from friends, so I came from Malacca straight here to apply for the job."

He is well aware that his travel time will be cut in half once the 640-km ECRL is operational.
"There are many benefits. It will shorten travel distance, and it will create jobs for each state that's involved in the construction," he noted.
The railway, which runs from Malaysia's largest transport hub Port Klang and travels across the peninsula to Kelantan state in northeastern Malaysia, will link the country's less-developed region on the East Coast to the economic heartland on the West Coast.
The prospect of working in her hometown of Kelantan is attractive for Khairulnisa Kamarulzaman, a 27-year-old civil engineer who currently works in the capital city of Kuala Lumpur.
"I want to work in Kelantan. I want to work in my hometown," she said. "This project brings a lot of benefits, especially to our locals."
June Yow, a human resources manager with the CCCC, said the feedback received at the roadshow was very positive. "We actually started at 10 o'clock in the morning, but I think by 9:15, when we were busy doing the set-up, people were queuing up," she said.
The manager added that many of the applicants knew a lot about the ECRL and wanted to be a part of the project.

7 booths open for feedback on ECRL project
KOTA BARU: Seven booths have been set up to allow the public to learn more about the East Coast Rail Link (ECRL) project and provide feedback on its realignment.
The feedback will be reviewed by Malaysia Rail Link (MRL) Sdn Bhd and the Transport Ministry.
The booths are manned by MRL staff and will be open daily (except for weekends and public holidays) from 8am to 5pm for the next three months.
Two are located in Kelantan and five in Terengganu.
Hasnah Ishak who visited the booth at the Land Public Transport Agency in Panji, here, today, said: “I just wanted to know whether my land in Pasir Hor would be involved in the project and praise be to God, l got my answer today.” The 64-year-old housewife said it was a good idea to open the booths to provide information on the project.
The Prime Minister’s Office had said that the cost of phases one and two of the project had been reduced from RM65.5 billion to RM44 billion.

“For the rally to sustain, construction companies must secure more big contracts and, in this economic climate, only the government can award big contracts. All eyes are on the HSR (high-speed rail) and MRT3 now, whether or not the government will revive these projects,” says another analyst.
On June 28, MyHSR Corp Sdn Bhd announced that it had appointed Minconsult Sdn Bhd and Ernst & Young as the technical advisory consultant and commercial advisory consultant respectively for the Kuala Lumpur–Singapore HSR project.
The advisers’ roles are to study the technical and commercial aspects of the HSR and recommend to the government ways to reduce its scope and budget. It will then have to make a decision on whether or not to continue with the project.
The Malaysian government has secured a delay in the commencement of the HSR development with the Singapore government until May 31 next year. The project costs RM110 billion, which is prohibitive for the Malaysian government.
Meanwhile, there have been suggestions for the MRT3 to be made fully elevated, which would halve the development costs. It was slated to be fully underground and the original cost to develop the line was pegged at RM45 billion to RM50 billion.
“Even if the projects were given the green light by the government, at best the contracts will only be awarded in the second half of next year. For the short term, there are hardly any big contracts on the horizon,” an analyst tells The Edge.
As it is, domestic contracts awarded fell 7% year on year in the first half of this year to RM8.1 billion, according to HLIB Research analyst Yip Kah Ming. About 30% of the domestic contracts awarded in the first half were infrastructure jobs, compared with 58% in the corresponding period last year.
“The decline in contract values and lower proportion of infrastructure works were mainly due to holding back or downsizing of infrastructure projects post-GE14,” he says in a July 3 sectoral outlook report.
Meanwhile, the sector is also grappling with implementation issues, which cause construction jobs to slow down, and an increase in liquefied and ascertained damages (LAD) on delays. For example, some analysts believe some of the novated LRT3 contracts have yet to start.
After the government resumed the LRT3 project at a much reduced price tag, its turnkey contractor MRCB-George Kent Sdn Bhd will have to relook its funding and costs, before the novated contracts can be restarted.
On Aug 13, George Kent (M) Bhd told Bursa Malaysia that it had served Malaysian Resources Corp Bhd with a notice of arbitration with regards to the difference of interpretation of certain provisions within their joint-venture agreement, particularly the financing requirement.
“With the turnkey contractor having disputes on the financing requirements, it is hard for the subcontractors to restart the novated contracts. This has caused some of the subcontractors to toy with the idea of exiting their contracts altogether,” says an analyst who declined to be named.
With the private market still not picking up due to an overhang in the property development sector, and the public market being sluggish with fewer infrastructure jobs and slower implementation, where else should construction companies look for jobs?

Lead Story: Construction space is overcrowded
THE rally in construction stocks this year has been fuelled by the resumption of mega infrastructure projects, including the RM44 billion East Coast Rail Link (ECRL) and RM16.6 billion Light Rail Transit Line 3 (LRT3). The news of the ECRL’s revival cheered the market, but is the pie big enough for all?
Construction Industry Development Board data show that up to June, only RM40 billion worth of construction jobs had been dished out. Annualised, this would translate into a contract value of RM80 billion this year, about 40% lower than the RM134 billion achieved last year.
With the construction order book at an all-time high and positive news flow on mega projects seemingly reaching its peak, are the valuations for the sector justified? Will a strong order book replenishment continue for most construction companies?
While analysts generally agree that the sector’s valuations are lofty, they have mixed views on whether the outlook for the sector has turned negative. However, most agree that there are few short-term catalysts to justify the current valuations.
“Most of the construction jobs for the revived mega infrastructure projects were awarded in the first half of the year, so there is not much to look out for in the second half. Therefore, valuations are deemed quite expensive,” says an analyst, who has a “neutral” outlook on the sector.
“At the same time, some of these stocks are being supported by expectations of more mega projects to be revived by the government. And in the case of Gamuda Bhd, shareholders are holding on to the prospect of special dividends,” says the analyst.
For example, Gadang Holdings Bhd reported a net loss of RM3.4 million for the fourth quarter ended May 31, 2019 (4QFY2019), compared to a net profit of RM23.3 million in the corresponding quarter last year due to a lower margin from the construction segment and higher finance costs. Although the counter took a beating after the results announcement on July 24, some analysts see market support for the stock as it is expected to be among the contract winners for the local portion of the ECRL.
However, while the government has agreed to go ahead with the ECRL, tender pre-qualification has just been concluded and the local portion of the civil works, amounting to RM17.6 billion, is being sought by 331 subcontractors.
Stiff competition among local players for ECRL contracts would make them less attractive to the big players, says Adrian Ng, an analyst with Kenanga Research who covers the construction sector.
In a July 5 report he says, “We believe this particular space to be overcrowded and competitive as there are 859 Grade 7 classified contractors participating in the pre-qualification exercise — all competing for the 40% civil works portion of the ECRL, possibly valued at about RM18 billion or less.
“Assuming 10% of the Grade 7 contractors are successful in clinching an award from the ECRL, it would translate into an average contract size of RM225 million for each player,” Ng says. He is calling a “sell on strength” for construction stocks.
The revival of the ECRL may be good news for the construction sector, but the fact that many firms are chasing RM18 billion worth of contracts does not really make the project a big catalyst.
“It is like having a cake but the icing may not be as enticing as it was made out to be,” an analyst says succinctly.
At the current level, the Bursa Malaysia Construction Index (KLCON) is trading at 22.68 times trailing 12-month (T12M) earnings, which is almost the same level as in 2017, when the then Barisan Nasional government was ramping up infrastructure projects. The index’s 10-year average T12M price-earnings ratio is 18.1 times.
The high valuation may be the reason why many construction counters have started to fall recently, despite the anticipation of ECRL contracts. KLCON has dropped 6.6% since July 3, reflecting the share price movement of construction companies.
“The dynamic has changed. In 2017, when many contracts were being awarded, construction firms were building up their order books, hence, the valuations were justified. Now, it is already hard to maintain the replenishment rate, let alone grow it,” says the analyst.
Since reaching its year-to-date high of RM4.04 per share on July 2, Gamuda’s share price has lost 8.4% to close last Thursday at RM3.70. IJM Corp Bhd fell 9.96% from its YTD high of RM2.51 on July 2 to last Thursday’s close of RM2.26. This is because the counters have priced in most of the potential upside of securing ECRL contracts.
Apart from IJM and Gadang, investors expect construction outfit Gabungan AQRS Bhd to secure an ECRL contract. AQRS has seen the worst battering among construction counters in recent weeks. Its share price has dropped more than 20% since reaching its YTD high of RM1.54 on July 24 to last Thursday’s closing price of RM1.22.
