亞洲各國政府近期開始對企業現金儲備發難，迫使企業不再把龐大現金囤積在內部，而是用於其他更能促進經濟活動的用途，包括回派給股東。
不曉得，這趨勢最終會否來到大馬？
近期新聞報道顯示，東亞最大的3個經濟體，包括中國、日本和韓國，如今已開始透過各自的方法來要求企業釋放現金；其中，韓國將對那些不願將利潤支付給工人或派發給股東而將資金儲備起來的企業征稅，作為經濟刺激計劃的一部份。
另外，日本首相安倍晉三也敦促企業提高派息額並上調薪資，中國政府也下令讓大型國有企業提高國有股的分紅，以為社保項目提供資金。
對於苦尋經濟成長動力的國家而言，鼓勵坐擁龐大現金的企業們釋放現金儲備，對經濟而言的確是一大利好，因不僅鼓勵企業將更多資金用於投資，亦可替股東提供更多現金流，鼓勵市場消費。
反之，若企業把現金長期存放在公司內部或銀行，現金則將失去對經濟的助益效果，侵蝕經濟活力。
上市公司坐擁龐大現金，卻不事投資也不願派息，一直是許多投資者怨恨的現象；明明能夠收穫更高投資回報，偏偏被大股東或管理層以卑微派息額或各種藉口敷衍了事，這情況在現實中並不少見，值得我們思考。
平心而論，有些公司保留現金確實可能是出於戰略目的，如為了籌備可能隨時出現的併購機會，但有些企業也的確活像守財奴似的，縱持有大量現金多年且毫無重大投資，也總是不願拿出哪怕是小部份資金來回饋股東。
中國紅籌股，絕對是最佳的例子。
就紅籌股情況來說，內部現金高於股價的例子並不少見，而且是高得離譜，部份紅籌股持有的每股淨現金甚至已經較股價高出數倍之多；然而，長期持有這些紅籌股的股東們，至今究竟獲得了甚麼樣的回報？
企業需保留資金作發展用途，但絕不能以此作為忽略股東和雇員利益的藉口，成功在企業和股東需要之間取得平衡的企業多不勝數，證明兩者間並不存在“只能選一”的問題，而是能夠同時共存。
不管怎樣，針對如何管理內部現金，企業原該擁有絕對的控制權，政府要設法干預絕對不是小事，而且牽涉甚廣，若在國內實施，必定會引起商界的強力反彈，風險不小；為此，相信非到必要關頭，政府都絕不敢輕易考慮。
只不過，“避免企業累積過量現金”確實是一個值得思考的概念，一來可促進經濟成長，二來可強化少數股東或雇員權益，避免企業毫無意義地累積現金，適時回饋股東或雇員的支持與奉獻。
有鑑於此，政府倒是可參考其他國家在這方面所採取的策略，及最終取得的成果，雖說不一定得落實，卻不妨趁早探討其利弊。誰敢說我們以後不會步上中日韓的後塵、得設法避免市場資金被過量囤積在企業內呢？（星洲日報／焦點評析：李三宇）
