4.4% for you is already consider high fees, then look back at the penang undersea tunnel project feasible study cost of at least 305 million, is it far above the 4.4% , and is 5% ! ...

so, if penang government given such 5% high fees is no problem, then why back to nexgram of only 4.4% there is a problem ?
