Another country, Solomon Islands launched IRIS epassport couple of days ago!

Historic e-passport system launched
Published: 16 December 2016

SOLOMON Islands is the first country in the Pacific region to operate an e-passport system, thanks to the Public, Private, Partnership (PPP) Model between the DCC Government and the IRIS Corporation Berhad Company of Malaysia.

Prime Minister Manasseh Sogavare officially launched the e-passport system on Thursday, at the Honiara International Terminal.

The successful launch of the system came about after the DCC Government signed an agreement with IRIS Corporation Berhad in November 2015.

This is to help establish the information and management system of e-passport and boarder control in Solomon Islands.

The Immigration Division of the Ministry of Commerce, Industry, Labour and Immigration was mandated under the agreement to implement the e-Passport and Border Control and Management System.

The implementation of the project started early April 2016.

Prime Minister Sogavare was a happy man yesterday, when he proudly declared the e-passport system open.

“….for Solomon Islands, this project is the first of its kind in the region and since it was also an additional policy initiative of the DCCG, the Government decided therefore to undertake the project under a Public/Private/Partnership (PPP) model, another first since launching of the PPP study Report,” Mr Sogavare said.

He added that it is important also to recognize such engagement, between the government and private companies together with the e-Passport and Border Control and Management System.

“From the government’s perspective, having the e-passport and Border Control and Management System in place will have enormous benefits for Solomon Islands Citizens and country,” the Prime Minister said.

Mr Sogavare further highlighted that the IRIS Corporation Berhad was an easy choice to engage for the project as it is recognised for producing Asia’s first integrated smart card facility and for launching the first e-Passport in Malaysia in 1998.

Speaking on behalf of the company, the Project Manager Sim Shin Yun said they are happy to work together with the National Government through the Immigration department to make this project a success.

“As this is the first e-Passport system being set up in the Pacific, we are happy to contribute towards the history of this set up.

“On behalf of the IRIS Corporation Berhad, I would like to thank the staff of the Immigration department for working closely with me and my team towards the success of this project,” Ms Sim said.

Meanwhile, following the successful launching event yesterday, there are few works that needs to be done before it goes into full operation.

Malaysia was the first country in the world to issue biometric passports in 1998, after a local company, IRIS Corporation, developed the technology. Malaysia is however not a member of the Visa Waiver Program (VWP) and its first biometric passport did not conform to the same standards as the VWP biometric document because the Malaysian biometric passport was issued several years ahead of the VWP requirement. The difference lies in the storage of fingerprint template instead of fingerprint image in the chip, the rest of the technologies are the same. Also the biometric passport was designed to be read only if the receiving country has the authorization from the Malaysian Immigration Department.[citation needed] Malaysia started issuing ICAO compliant passports from February 2010.

Malaysia used to issue passports with validity for 2 years and 5 years, but the passport with 2 years validity was withdrawn since Jan, 2015.

The pricing for a Malaysian passport are RM 200 with 5 years validity, RM100 for senior citizens, children below 12, Haj pilgrims, and students below 21 and studying abroad is RM100 and is free for disabled citizens.

Resolve patent right dispute, companies told
BY REENA RAJ

KUALA LUMPUR, Dec 17 — The Home Ministry is aware about a patent right dispute pertaining to the infringement of Malaysia’s e-passport chip technology between the previous and current vendors.

Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi said the subject was a legal matter between the two companies but the ministry was concerned over it.

“They (the companies) have got to resolve the matter among themselves. I am following through with the action taken by the new vendor,” he said in an interview recently.

Ahmad Zahid was responding to reports that the previous vendor Iris Corp Bhd was considering taking legal action against current vendor Datasonic Group Bhd and the authorities for alleged infringement of its e-passport chip technology.

Iris produced the first electronic passport and national multi-application smart card.

Speaking on claims that there are plans by the new passport to be made in China, Ahmad Zahid said that would never happen.

“I have told the Home Ministry secretary general to put conditions that the new passport supplier (Datasonic) has to produce the passports locally. The vendor must accept that the continuity of the passport issuance has to be done by the previous supplier,” he said

Ahmad Zahid added that the ministry has conducted a study on the details of the passport production process locally and the cost factor should not arise.

“Even other countries have engaged our printers to produce their passports because it is comparative in terms of cost,” he said.

On June 16, Malay Mail in an exclusive report revealed that the Immigration Department was struggling to cope with demand because it did not have sufficient stock of passports as a large number of chips used in the data page in the passports had defects and were rejected by the National Printing Department.

The department prints the booklets while Datasonic Group Bhd provides them with the bio-data polycarbonate data page, known as the E-data page, with a microchip in it. The E-data page, which holds information of the passport bearer, is then integrated into the passport by the department.

The report also highlighted the plight of the rakyat who had to queue outside passport offices as early as 4am because of the limited number of passport booklets.

On July 28, following queries by the Malay Mail, Zahid instructed the National Printing Department to print more passports with immediate effect to overcome the serious shortage in the country.

Ahmad Zahid said he had told the department to increase the production of passports from 5,000 to 20,000 daily.
