Dr M: Malaysia does not need high-speed rail … for now
CYBERJAYA: Malaysia does not feel that a high-speed rail (HSR) system is necessary for now, says Tun Dr Mahathir Mohamad.
The Prime Minister said the country's main focus right now would be to improve its existing rail system through electrification and double-tracking.
“At the moment, a high-speed rail is not too necessary, especially if it is just between Singapore and Kuala Lumpur.
“So we won't build the HSR just yet.
“That can be done, and has been done to some extent by double-tracking and electrification.
“Electrification also does not pollute the environment and, at the same time, allows us to travel at high speed.
“With double-tracking on our railways, this will allow trains to pass each other without having to stop,” said Dr Mahathir, during a question and answer session at a dialogue with the Malaysia Rail Industry Corporation here Tuesday (April 16).
Dr Mahathir also spoke about the possibility of a high-speed rail from Johor Baru all the way to Penang, and possibly, the border of Thailand.
However, he said this was not discussed with Singapore, adding that the arrangement between the two countries was just for the service to be between Singapore and Kuala Lumpur.
Last September, Malaysia and Singapore agreed to a two-year suspension on the HSR project, which ends in May 2020.
The government has reimbursed S$15mil (RM45.6mil) to Singapore for suspending the project.

Halim Saad ceases to be substantial shareholder in Sumatec
KUALA LUMPUR (Jan 24): Businessman Tan Sri Halim Saad has ceased to be a substantial shareholder of Sumatec Resources Bhd, after disposing of 197.3 million shares in the Practice Note 17 company for RM1.1 million.
Sumatec's filing with Bursa Malaysia today showed that Halim sold the block of shares via the open market on Jan 22. This leaves Halim with a 3.168% stake in the group following the disposal.
Halim, once Sumatec's largest shareholder, has been paring down his stake in the group since last year.
For the cumulative nine months ended Sept 30, 2018 (9MFY18), Sumatec posted a net loss of RM1.91 million compared with a net profit of RM1.88 million a year ago. Revenue fell 75.5% to RM2.99 million from RM12.19 million in 9MFY17.
On April 30, 2018, Sumatec announced that its external auditors Messrs Grant Thornton Malaysia had expressed a disclaimer of opinion on the group's audited financial statements for the financial year ended Dec 31, 2017 (FY17).
The auditors were unable to obtain sufficient appropriate audit evidence on the appropriateness of its going concern assumption.
Grant Thornton had highlighted that the group and the company had incurred a net loss of RM113.95 million and RM171.06 million respectively in FY17. The group and the company also recorded negative cash flows of RM15.33 million and RM9.86 million respectively on operating activities for FY17.

Sumatec lodges police report against former director

PETALING JAYA: Sumatec Resources Bhd has lodged a police report against one of its former directors for possible breach of trust and committing offences under the Company Act 2016 by conducting certain transactions without the approval of the board of directors .
The group told the stock exchange that Independent Director and Chairman of the Audit Committee of the Board, Datuk Khalid Ahmad had on November 20 lodged the report with the Commercial Crime Department.
The decision to lodge the police report was made in accordance with the advice and order of the Board of Directors with the recommendation from the managing director to safeguard the interests of the company, the shareholders, other stakeholders and the public.
The director who was a board member of the company from 2003 to 2017 was also a director and shareholder of Tekad Mulia Sdn Bhd during the period in which the alleged act being committed.
“The director, in acting without board authority, was acting in conflict of interest in relation to the transactions involving the divestment of Semua International Sdn Bhd (SISB) and Collateralized Loan Obligation (CLO) Debt settlement (since he was also a Director and shareholder of Tekad Mulia Sdn Bhd), a substantial shareholder of the Company during the period in which the alleged act being committed. The Director has made certain undertaking to the Purchaser and Trustee, Malaysian Trustee Bhd and Bondholders in the Settlement Agreement 2013,” said Sumatec board of directors in the filing.
Checks with Companies Commission of Malaysia (SSM’s) records list former director Chan Yok Peng as a director and shareholder in Tekad Mulia.
The former director also allegedly placed the company’s seal on an agreement without the resolution of the board for a settlement agreement for a CLO Debt for the company’s previous subsidiary SISB. This resulted in Sumatec acknowledging the undertaking to settle around RM80 million, even though the liability has been waived.
He was also found to have been allegedly negligent in handling his duties in relation to the financing of vessels under the Company’s subsidiaries, SISB and Semado Shipping Sdn Bhd, by failing to ensure the takeover of the Sumatec’s guarantees to Bank Pembangunan Malaysia Bhd and Malayan Banking Bhd to Hoe Leong Corp Ltd , a company incorporated and listed on the Singapore Stock Exchange.
As well as failed to procure the guarantee and to replace the company’s guarantee from the controlling shareholder of SISB, Hoe Leong Corporation Bhd as stipulated in the Settlement Agreement 2013 and the company’s Circular to Shareholders dated May 30 2013, which has caused the company to be summoned and face winding-up proceeding for liabilities estimated at about RM350 million.
The director had allegedly acted alone and without the permission of the board of directors in signing the Parental Company Guarantee Agreement” dated May 2, 2016 to the Continental Industrial Supply And Services Limited Liability Company Partnership (CISS.)
This was to secure the payment of the Kazakhstan based oil and gas company, CaspiOil Gas LLP (COG) contract, which resulted in the company paying for arbitration proceedings of about US$6 million.

PUTRAJAYA: In contrast to two previous high-profile meetings between Malaysia and Singapore’s premiers, there were no happy selfies taken, and no major infrastructure contracts signed yesterday.
Rather, it was made clear that Malaysia, under Tun Dr Mahathir Mohamad, will not budge easily on key issues that the 93-year-old prime minister considers he has to put to rights, during a joint press briefing with his Singapore counterpart, Lee Hsien Loong, after their 9th Malaysia-Singapore Leaders’ Retreat here.
This was notably seen when Dr Mahathir said Malaysia will not rule out the possibility of resolving the water price issue with Singapore, under the 1962 Johor River Water Agreement, through arbitration.
“For Malaysia, resolving the long-standing issue of water price review is a priority. We were engaged in active negotiations on the review in the late-1990s and early-2000s. Prime Minister Lee and I have agreed to find amicable solutions to this issue, including the possibility of (a) dispute resolution through arbitration on a mutually agreed basis,” Dr Mahathir said.
However, Lee, in his remarks later, reiterated Singapore’s position that Malaysia has lost its right to review the water price but has agreed that the attorney-generals (AGs) of both countries would meet to understand each other’s legal positions. He also noted that the AGs have met and will continue to meet over the issue, until a resolution is achieved.
Lee also highlighted two concerns Singapore has regarding the water supplied from Johor, which are pollution and sustainability of supply.
“Just last week, the PUB (Public Utilities Board, Singapore’s national water agency) waterworks at Kota Tinggi had to shut down because of high ammonia levels, and the source was traced to a palm oil mill in Sedenak in the catchment area. If the Johor River suffers an incident like that which happened in Sungai Kim Kim recently, I think it will be disastrous for both countries.
“The other concern is the long-term sustainable yield of the Johor River. Johor has built water plants on the river, upstream of PUB’s waterworks at Kota Tinggi. These plants, combined with the Kota Tinggi waterworks belonging to PUB, draw from the Johor River quite possibly more water than the river can sustain,” he added.
Hence, Lee said there is a need to study how to meet both Johor and Singapore’s water requirements for the remainder of the water agreement. “It is in both countries’ interest to work together to ensure sustainable water supply for both sides because this will reduce potential for conflict between the two countries,” he said.
While Lee acknowledged Dr Mahathir’s political necessity to press hard for a water price revision, he nevertheless asserted that there are legal preconditions to follow in the 1962 agreement.
“It is a fundamental founding document for us and we have to go according to this document. It is a basic term on which the two countries decided to manage our relationships. So if you look at it, from that point of view, to be able to change that, is a very high hurdle.
So now I can understand Dr Mahathir’s perspective, but I also asked him, I hope that he will be able to see Singapore’s perspective, [on] why this is such a sacrosanct item. Therefore, let us try to find a way forward which enables us to talk constructively about this issue, and hopefully be able to make some progress,” he added.
M’sia wants to take back southern Johor airspace by stages, starting end-2019
Malaysia is also firm on its objective to take back management of the airspace over southern Johor after delegating the task to Singapore 45 years ago, and wants to start doing so by stages, starting from the end of this year, to be completed by 2023.
Dr Mahathir said the high-level committee to review the Operational Letter of Agreement between Kuala Lumpur and Singapore Area Control Centres concerning Singapore Arrivals, Departures, and Overflights signed in 1974 (OLOA 1974) over the airspace has already commenced discussions.
“We have made significant investments in preparation to take back the said delegated airspace and hope that this can be done expeditiously,” Dr Mahathir said.
On this, Lee said Singapore is ready to discuss the matter with Malaysia. He highlighted that key considerations from his side include the safety and efficiency of air traffic operations, and the need and interest of both countries.
“I told Dr Mahathir this is a complex matter that will involve many stakeholders including airlines and ICAO (International Civil Aviation Organization) and cannot easily be rushed,”

FGV Holdings bleeds RM1.1b in 2018
KUALA LUMPUR, Feb 28 — FGV Holdings Bhd (formerly Felda Global Ventures) booked a net loss of RM1.08 billion in the financial year ending December 31, 2018, it said in a Bursa Malaysia filing today.
FGV had recorded a net profit of RM403 million in the 2017 financial year.
The firm attributed the decline to impairments and provisions, and to the 24.6 per cent decline in crude palm oil prices vis-a-vis 2017.
“In the fourth quarter, the plantation operations were focused on plugging leaks, revising processes and implementing new controls to bring our estate performance in line with other large players in the industry,” FGV group chief executive Datuk Haris Fadzilah Hassan said.
“Some of these initiatives are already starting to bear fruit, but the improvements will be more visible in 2019.”
The result equates to a RM29.60 loss per share for the 2018 financial year.
Feldal Global Ventures was previously the investment arm of the Federal Land Authority (Felda) and was made publicly listed in 2012 under a controversial initiative by former prime minister Datuk Seri Najib Razak

Muhyiddin recovering well after cancer surgery
Tan Sri Muhyiddin Yassin, who is undergoing chemotherapy after a bout of pancreatic cancer, says he is well on the road to recovery.
PAGOH: Home Minister Tan Sri Muhyiddin Yassin, who is undergoing chemotherapy after a bout of pancreatic cancer, says he is well on the road to recovery.
"Alhamdulillah (Thanks be to God), I am 60 per cent recovered after undergoing a surgery to remove a growth on my pancreas and several sessions of chemotherapy," said the Pagoh member of parliament here today.
Muhyiddin also said he has undergone four out of eight rounds of chemotherapy. It was reported that the treatment would last six months to prevent a relapse.
The former deputy prime minister also said he was fully ready to continue working and serving the country.
"Actually, it has been a long time since I gave a speech but today, I would like to let the people of Pagoh know about my health. The doctors confirmed that I had first-stage pancreatic cancer and advised me to remove the tumour.
"Forty per cent of my pancreas has been removed. My duodenum and bile duct was also removed. I need four more rounds of chemotherapy within the next four months.
"Alhamdulillah, I can now visit my constituency after the first four sessions of chemotherapy. I can now attend Cabinet meetings, party meetings and chair meetings on foreign immigrants," he told constituents during a meet-the-people event at Pagoh Multipurpose Hall here today.
Present were his wife Puan Sri Norainee Abd Rahman and Johor Health, Environment and Agriculture Committee chairman Dr Sahruddin Jamal.
More than 600 constituents attended Muhyiddin's event. This is his first public appearance in Pagoh since undergoing a surgery Mount Elizabeth Hospital in Singapore on July 12.
The Parti Pribumi Bersatu Malaysia president said his health continued to improve after resuming his duties as Pagoh MP on Aug 14.
"When I was unwell, felt week, dizzy and vomitting, I took lots of rest at home and focused on performing acts of worship.
"But when I felt stronger and told my doctor I wanted to return to Pagoh, he was worried that I might catch an infection," he added

Dr M: Malaysia does not need high-speed rail … for now
CYBERJAYA: Malaysia does not feel that a high-speed rail (HSR) system is necessary for now, says Tun Dr Mahathir Mohamad.
The Prime Minister said the country's main focus right now would be to improve its existing rail system through electrification and double-tracking.
“At the moment, a high-speed rail is not too necessary, especially if it is just between Singapore and Kuala Lumpur.
“So we won't build the HSR just yet.
“That can be done, and has been done to some extent by double-tracking and electrification.
“Electrification also does not pollute the environment and, at the same time, allows us to travel at high speed.
“With double-tracking on our railways, this will allow trains to pass each other without having to stop,” said Dr Mahathir, during a question and answer session at a dialogue with the Malaysia Rail Industry Corporation here Tuesday (April 16).
Dr Mahathir also spoke about the possibility of a high-speed rail from Johor Baru all the way to Penang, and possibly, the border of Thailand.
However, he said this was not discussed with Singapore, adding that the arrangement between the two countries was just for the service to be between Singapore and Kuala Lumpur.
Last September, Malaysia and Singapore agreed to a two-year suspension on the HSR project, which ends in May 2020.
The government has reimbursed S$15mil (RM45.6mil) to Singapore for suspending the project.
