Jakarta. State energy firm Pertamina will seek to renegotiate the terms of its agreements with government for exploiting coal bed methane, according to Pertamina’s upstream director Muhamad Husen.
“We have to meet to discuss either a better pricing deal or larger share in the production sharing contract,” Husen said. He added that current terms for CBM development are not economically feasible for Pertamina.
The state-owned firm has performed exploratory drilling for two years at its CBM assets in South Sumatra’s Muara Enim district, but characterized the results as discouraging. The estimated reserves “were only half of what we expected,” Husen said.
Husen said Pertamina’s move to seek better terms for CBM development was normal. “I think this issue happens in all CBM projects in Indonesia.”
However, the timing of Pertamina’s decision desire to negotiate better CBM terms may raise questions, given the recency of the presidential election and foreseeability of wan prospects for CBM.
CBM development has also been hampered by the problems of land acquisition and slow permit issuance, Husen added.
Pertamina holds contracts to exploit CBM resources in four blocks of Muara Enim district, with participating interests ranging from 45 percent to 73 percent.
Pertamina estimates that the district holds around 55 percent of Indonesia’s estimated total of 453.3 trillion cubic feet of CBM resources.
According to a report from Pertamina’s partner, Australia-listed NuEnergy, the Muara Enim and Muara Enim II concessions hold prospective gas reserves of 4.2 trillion cubic feet.
Coal-based methane, also called “sweet gas,” is a form of natural gas extracted from coal beds, often using pressure introduced after drilling.
The government is looking to develop “unconventional” hydrocarbon resources like CBM or shale gas in a bid to compensate for the rapid decline of oil output and to develop domestic upstream capacity.
Such natural gas sources earn their “unconventional” moniker by virtue of the methods used to access them — which include hydraulic fracturing and horizontal drilling — rather than their composition.
The last time government solicited projects for CBM was in 2012. It received no offers.
In 2008 the government started development projects on unconventional gas with the aim of producing 500 million standard cubic feet of natural gas per day by 2015.
Current output stands at less than 1 mmscfd. The government has since revised its objective downward to only 8.9 mmscfd.
