BUSINESS OUTLOOK
The outlook for steel industry in Malaysia remains positive as construction investment is expected to grow supported by the 11th
Master Plan (2016-2020) where RM260 billion has been allocated for development expenditure through 2020.
Challenges Ahead
There was a 15.5% surge in imports of iron and steel products into Malaysia of 9.13 million tonnes in 2016 compared to previous
year. The weakening of the Ringgit, shrinking market share and growing capacities in ASEAN countries mainly Vietnam will further
aggravate the concern to the local steel producers. The concern over excess capacity and the influx of cheap imports from China
although still a concern has somewhat alleviated with China’s planned reduction in excess steel capacity.
On the domestic front, steel demand will continue to be supported by the Malaysian Government plans to increase investment in
infrastructure through mega projects such as Greater KL, High Speed Rail Transit, Mass Rapid Transit, East Coast Railway Line as
well as new highways, including Pan Borneo Highway. All these projects would boost demand for steel products and sustain a
positive outlook for the Malaysian steel industry.

KUALA LUMPUR: The New Zealand government has launched an investigation into the alleged dumping of certain steel products from China and Malaysia.

New Zealand's Ministry of Business, Innovation and Employment announced the initiation after it had received an application from its industry providing sufficient evidence to justify the need for investigation.

The probe is under section 10A of the Dumping and Countervailing Duties Act 1988.

The goods involved certain electric resistance welded pipe and tube made of carbon steel, comprising circular and non-circular hollow sections, collectively referred to as hollow steel sections.

In a separate statement, the ministry had also launched a probe into the alleged "subsidisation" of certain hollow steel sections from China.

The European Bank for Reconstruction and Development (EBRD) announced the forecast for the growth of Kazakh economy in 2018, Kazinform reported.

“International forecasts are quite favorable, economic growth in the world, Europe, China [is expected]. Oil prices will be held at the level of more than $60 per barrel. This is a fairly favorable international environment, and we believe that this will lead to an increase in the growth rate of the economy of Kazakhstan, namely real GDP - by 3.5-4 percent,” Deputy Director, chief regional economist of the EBRD Hans Holzhacker said.

The EBRD also forecasts the growth of exports and investments in the economy of Kazakhstan.

“Higher exports, higher investments, real incomes should also grow and support private consumption. The next factor is fiscal restraint and higher imports, because this is also a typical picture when the economy starts to grow after some kind of slowdown,” he explained.

The EBRD also predicts a slight decrease in inflation, according to Holzhacker.

“Inflation is slightly lower, but not particularly, and will be in the corridor given by the National Bank. Although, it will not decrease very much due to the restoration of private consumption, the demand of individuals, which is supported by high oil prices,” he added.

The main result of 2017 for the Kazakh economy was the activation of recovery processes with the country's progressive transition to higher growth rates. According to the results of 2017, GDP growth was 4 percent. Economic growth was balanced with synchronous improvement in virtually all segments of economic activity.

The main catalysts for growth were the expansion of production in the traded sectors, the increase in investment activity and the gradual recovery of domestic demand.

Multirole Support Ships (MSS) will soon be helping to safeguard Malaysian waters, said naval chief Ahmad Kamarulzaman Ahmad Badaruddin.

He confirmed the decision of the government to acquire the MRSS after being informed by Defence Minister Hishammuddin Hussein, and referred to his tweet, which read: “#15to5 on track! #LMS (Littoral Mission Ships) ready to go #MRSS next. Thank you Sir! @HishammuddinH2O.”

The Royal Malaysian Navy is reducing its fleet from 15 to five classes of vessels. Old ships which are too expensive to maintain are being retired and sold, with the money used to buy new vessels.

Last Thursday, after a retreat in Subang Jaya to discuss with armed forces brass the future directions of the ministry, Hishammuddin told reporters that new assets must be purchased by 2020.

"I just want the best assets for the country and I want the best assets for the military. That is my duty as the Defence Minister," he said.

Ahmad Kamarulzaman did not say how many MRSS would be bought, but the RMN is to have 18 LMS and six Littoral Combat Ships.

The LCS are equipped with four-dimensional warfare capabilities against electronic, air, surface and underwater threats integrated with state-of-the-art systems.

The LCS, estimated to be worth RM9 billion, will also be equipped with stealth capability which reduces radar reflection to minimise visibility and detection. The ships,
to be built by Malaysia's Boustead Naval Shipyard in Indonesia, will also be capable of rapid launch and recovery of boats.

The LMS will be developed in China in a joint venture between Boustead and China Shipbuilding & Offshore International Co Ltd.

The missile-carrying patrol vessels, equipped with a helicopter deck, are usually used in patrolling the coastal lines and search and rescue missions. They are expected to
cost not more than RM250 million each.
