If it is awarded, gov n IWH-CREC should have signed the deal way earlier. This july LGE replied question during parliament meeting, he said the DEAL TO BE INKED SOON but now almost Novermber and nothing has happen except that gov planning to sell additional 40% and also the 2billion bond need to be born by the developer.

gov image has been tarnished by them, look at how poor our index is doing.

The performance of the share price also tell you that there are still a lot of uncertainty in the negotiation. Gov may even flip table to go for re-tender, the longer the negotiation drag, the higher chance of re-tender.
