　　2017钢铁去产能攻坚战 6月底前出清“地条钢”

　　去年钢铁行业内轰轰烈烈的“去产能”风暴，在2017年可能会刮得更加猛烈。

　　在1月10日上午举行的中钢协2017年理事（扩大）会上，国家发改委副主任林念修在讲话中透露，按照中央和国务院部署，1月5日-15日，去产能部际联合会再次派出12个督导组，对各地淘汰落后产能尤其是打击清理“地条钢”等工作进行专项督导。

　　“清理地条钢是此次督导工作的重点。虽然全国地条钢总量到底有多少，我们都说不清，但有一条（能明确的），（那就是）今年地条钢必须彻底出清。今年上半年到6月30号，各地务必彻底清除地条钢，这是一个政治任务”，林念修说。

　　会员钢企前11月累计盈利331亿

　　大宗商品寒冬在2014年下半年汹涌袭来，国内钢铁、煤炭行业受市场寒冬和产能过剩等影响陷入全行业经营困难、大面积亏损等情况。

　　为帮助钢铁、煤炭等行业脱困转型，国务院、工信部等主管部门，从2016年初开始全面推进“三去一降一补”的供给侧改革。其中，化解过剩产能成为钢铁、煤炭等行业供给侧改革重点。2016年上半年，国务院、发改委、工信部、环保部等部门相继出台了钢铁行业去产能配套文件，还专门为去产能配套了1000亿元的专项奖补金。

　　随着各省区与国务院签订去产能责任状并纷纷加码去产能目标，去年下半年以来，国内去产能工作全面提速。在宝钢、武钢等大型央企带头去产能推动下，钢铁行业在10月底就提前超额完成了全年去产能4500万吨的年度任务。

　　受供给侧改革顺利推进影响，国内钢铁行业的市场环境在2016年得到适当改善。国内螺纹钢均价从2015年底1800元/吨低点，持续上涨至2016年四季度接近4000元/吨近2年来新高。

　　林念修首先肯定了钢铁产业2016年去产能等供给侧改革中取得的成效，包括提前超额完成去产能目标、钢铁会员企业全面扭亏为盈、钢铁行业PPI由负转正等。

　　“2016年前11个月，中钢协统计的大中型会员钢企共实现利润总额331亿，而2015年同期亏损529亿，这一正一负间，利润相差近千亿，这一成绩非常不容易。”林念修表示。

　　这一转变，在鞍钢集团上市平台鞍钢股份身上，体现尤为明显。2015年，鞍钢股份净亏损45亿元。而今年以来，在供给侧改革和钢价上涨的影响下，鞍钢股份的效益明显提升。前三季度，鞍钢股份实现营业收入410.39亿元，同比下降1.26%；实现扣非后归属股东净利润9.37亿元，同比增长196.90%。

　　刚履新一个月的工信部副部长徐乐江在发言中强调，尽管我们去年提前超额完成了年度目标，钢企效益也全面扭亏为盈，但我们还没有完成全行业结构调整、转型升级、可持续健康发展的目标和使命。

　　“其实大家心里都很清楚，2016年去掉的产能中，有一部分其实是此前已经闲置或停产的浮动产能。而我们钢铁行业的结构调整，其实才刚刚开始。2017年，是钢铁业去产能调结构的攻坚之年，我们面临的挑战和困难，都比2016年要更大、更艰巨。”徐乐江称。

　　另据国新办网站，10日上午，在国新办“中国经济发展新常态和深化供给侧改革”新闻发布会上，国家发改委主任徐绍史也表示，2017年钢铁、煤炭行业的去产能工作，要求会更高，任务会更重，压力也会更大。“目前正在编制2017年钢铁煤炭去产能方案，预计春节前就可以下来，科学确定年度任务目标。”

　　腾出数千万吨市场空间

　　徐乐江介绍，工信部所派出的督导组此次重点负责督导河北、河南、黑龙江三地的淘汰落后产能、整治出清地条钢工作。

　　“我在河北看了10家，其中只有1家我看能叫钢厂，其他我觉得只能叫作坊。在河北2.8亿吨产能中，有不少是中频炉、工频炉工艺的地条钢，这些企业打着机械制造厂或特钢厂的旗号，把产品当成合金钢出口，还能拿到13%的退税。”

　　徐乐江强调，在这样的背景下，仅靠市场的手是不够的，还需要政府的手协调发挥作用，为守规矩、严格环保的钢企提供一个更公平的市场环境。


　　“今年务必一定要把这个地条钢除尽，不能让劣币驱逐良币。”徐乐江还透露，10日下午，他将启程前往河南实地督导当地整顿清理地条钢的工作。

　　其实，自去年底国务院派出督导组分赴河北、江苏重拳整治清理地条钢行动之后，山东、四川、辽宁、甘肃、宁夏等多省区也相继启动了对地条钢的大力整治出清工作。

　　徐乐江认为，整治出清地条钢对钢铁行业而言是一个利好。“以新疆自治区为例，当地整治了大量的地条钢之后，对宝钢的八一钢铁而言就是一个利好，劣币被淘汰，良币的产能就可以根据市场条件来发挥作用了。”

　　此前有行业机构估算，全国地条钢产能大约在1亿吨左右，如果全国地条钢真的能够彻底出清，将可以为市场腾出数千万吨的空间。基于此，业内对2017年钢价走势和市场需求也预期乐观。
