What I understand: IWC "has not made any FRESH (new) attempt to bid for the development of Bandar Malaysia"

meaning the Bandar Malaysia tenders still on valuation by the Govt and no reason for IWC to submit new (FRESH) bidding. It's matter of time to be Announce soon.
