Over qualification is nonsensical excuse.
There are graduates who are willing to begin from scratch but employers are not willing to employ. Why employers are reluctant to make use of the over qualification? Isn't cheaper and easier if the graduate is able to understand quickly and complete job before deadline and move on to other assignment? Why employ multiple dummies and babysit them on how to do the work?

Employers are worried, they may learn the trade secret and be a competitor or plain greedy.

True. These so called grads from paper mills lack of attitude of yesteryears (in the pre-mushrooming of zahillyah's paper mills era)

Notably, in the last three decades, student enrolment in tertiary education multiplied nearly 26 times from 46,596 in 1980 to 1.2 million in 2020.

However, the supply does not seem to meet the demand.
