IJM Corp wins RM258m construction contract for ECRL

KUALA LUMPUR (Aug 12): Diversified group IJM Corp Bhd has secured a RM258 million contract for construction works of the East Coast Rail Link (ECRL) project located in Temerloh, Pahang.

In a statement today, IJM said the contract was awarded to its wholly-owned subsidiary IJM Construction Sdn Bhd by China Communications Construction (ECRL) Sdn Bhd for the construction of substructure works and partial superstructure works for the Sungai Pahang bridge, as well as T-Beam fabrication and installation of this bridge as well as other bridges in Section 6 of the rail link.

"We are delighted to be part of this strategically important megaproject and to be working with China Communications Construction (ECRL) Sdn Bhd. We continue to build on our 38 years of experience and expertise in delivering civil works for major and nationally significant infrastructure projects," said IJM chief executive officer and managing director Liew Hau Seng.

Construction work on the project is scheduled to start by the end of this month, and due to be completed in 24 months.

As at March 31, 2021, the outstanding order book of IJM's construction division stood at RM4 billion.

IJM noted that major projects secured by the division in the current financial year include the RM89.8 million contract for the construction of infrastructure building and public realms works at Tun Razak Exchange (TRX), Kuala Lumpur and another RM237.8 million contract for the construction of Mezzo residential tower in The Light City, Gelugor, Penang.

At 4.17pm, shares of IJM were trading down two sen or 1.09% to RM1.82, giving the group a market capitalisation of RM6.63 billion.

Outlook. KUALA LUMPUR (Aug 13): Analysts have maintained their calls on IJM Corporation Bhd despite the construction company announcing yesterday that it has secured a RM258 million contract for construction works of the East Coast Rail Link (ECRL) project located in Temerloh, Pahang.

In a statement previously, IJM Corp said the contract was awarded to its wholly-owned subsidiary IJM Construction Sdn Bhd by China Communications Construction (ECRL) Sdn Bhd for the construction of substructure works and partial superstructure works for the Sungai Pahang bridge, as well as T-Beam fabrication and installation of this bridge as well as other bridges in Section 6 of the rail link.

PublicInvest Research, in a research note today, highlighted it has set a “neutral” call on the stock by maintaining its target price (TP) of RM2.03, as it has imputed the award in its orderbook replenishment assumptions for the financial year ending March 31, 2022 (FY22).

“Based on our records, this represents the group’s third win for FY22, maintaining its healthy order book at approximately RM4 billion.

“We are expecting more jobs to be awarded in 2022, riding on economic recovery post-Covid-19 pandemic with more infrastructure-related works to be rolled out, which may include the MRT3 project,” said PublicInvest research analyst Nurzulaikha Azali.

Nurzulaikha added that while this project will maintain its orderbook at a healthy level, the research house is of the view that bottom lines are subject to higher operating costs as raw material prices have spiked, in addition to pandemic-related costs.

“Meanwhile, the level of efficiency is also expected to remain low, due to restrictions on working hours and strict Covid-19 standard operating procedures (SOPs),” she said.

Concurring with PublicInvest’s view, KAF Research also has maintained its "hold" rating on the construction stock with an unchanged TP of RM2.03.

“The ECRL win does not entirely come as a surprise as IJM Corp has been working hard to secure jobs under the project.

“Following this win, we understand that IJM Corp could be aiming for a larger package under the Kuantan Port Spur Link of ECRL.

“Nevertheless, we keep our earnings forecast as the new contract still forms part of our replenishment assumptions for FY22F,” said KAF Research analyst Mak Hoy Ken.

Mak also shared that the latest contract adds to the group’s earlier wins in FY22, such as TRX public realm and infrastructure works (RM90 million) and Mezzo residential tower (RM238 million) at the Light City, Penang.

“This (the new award) takes its total new wins for the financial year-to-date to RM586 million.

“Construction work [on the ECRL] is scheduled to start by month-end ahead of its completion in 24 months,” Mak said in a note today.

Meanwhile, CGS-CIMB has maintained its call on IJM Corp with a TP of RM2.16, based on revalued net asset value (RNAV) discount of 20%.

“While the positive impact on IJM Corp’s order book and earnings is minimal, we believe this milestone could open up other ECRL tender opportunities, particularly in Section B (Dungun-Mentakab) and Section C (Mentakab-Port Klang).

“Based on the revised ECRL 3.0 total cost of RM50 billion (665km), at least RM10 billion of the total civil works has been earmarked for local contractors.

“As at April 21, the ECRL project was 22% completed. It is expected to be operational by 2027. We make no changes to our FY22-24F EPS as the ECRL package forms part of our RM1.5 billion job win assumption,” said CGS-CIMB research analyst Sharizan Rosely.

Sharizan also pointed out that the group also recently announced that it will allocate RM542 million for special dividends following the RM1.5 billion sale of its 56.2% stake in IJM Plantations Bhd, implying a 15 sen/share payout.

He also shared some of the potential downside risks for the group which include weaker-than-expected earnings in first half of the year due to the disruption in billings caused by the Full Movement Control Order (FMCO) in June, Enhanced MCO in July (temporary stop work order) and low site productivity given the crippled supply chain.  

At noon break, shares in IJM Corp traded one sen or 0.55% higher to RM1.83, valuing the construction company at RM6.67 billion. Year to date, the stock rose by 7.02%.

首相丹斯里慕尤丁发文告指出,由于意识到经济领域迟迟不开放将影响私人界及员工生计,因此政府同意从 8 月 16 日(周一)开始,让11项经济活动重新复工。

获准复工的经济活动及领域计有:
1. 洗车店
2. 电器和电子商店
3. 存放家居用品和厨具
4. 家具店
5. 运动器材专卖店
6. 汽车配件店
7. 汽车配送销售中心
8. 仅限早市和农贸市场
9. 服装、时装和配饰店
10. 珠宝店
11. 理发店和美容中心/沙龙(基本理发服务只要)

不过,他指出,有关宣布仅落实在成人疫苗接种率达50%的州属,而想要享有这些方便的人也必须得完成两剂疫苗的注射。期间,他就以巴生谷为例指出, 该区18岁以上的接种率已经达到64.7%, 因此可以获准重启11项经济活动。

他表示,届时,民众得出示数字证书,证明自己已经完成接种2剂疫苗。

“我再次提醒,完全接种的意思是注射第二剂双剂型疫苗后的 14 天,而单剂疫苗则是 28 天后才算完成。”

他也说,进一步详细指南,他将会在近期宣布。

More economic activities allowed in states under Phases 1 and 2 of NRP where half of adults fully vaccinated from Aug 16 — PM

KUALA LUMPUR (Aug 15): Prime Minister Tan Sri Muhyiddin Yassin today announced the government has agreed to allow 11 more economic activities to be reopened in states and federal territories under the Phase 1 of the National Recovery Plan (NRP), provided that 50% of the adult population have been fully vaccinated.

In a statement today, Muhyiddin said that the consumers looking to take part in the economic activities must have received full vaccination and that owners of the businesses must ensure that the customers entering their premises show the Covid-19 Vaccination Digital Certificate to prove that the individuals have indeed received full vaccination.

The 11 economic activities allowed to reopen effective Aug 16 (Monday):
• Car washes
• Electrical and electronic stores
• Home goods and kitchenware stores
• Furniture stores
• Sports equipment stores
• Car accessory stores
• Car dealers and distributors
• Morning markets and farmers' markets
• Clothing, fashion and accessories shops
• Jewellers
• Barbers and hair and beauty salons

Further, Muhyiddin also announced that the government has agreed to allow another 11 more economic activities for states and federal territories under Phase 2 of the NRP.

They are:
• Photography stores
• Second-hand goods stores
• Florists and nurseries
• Handicraft and souvenir shops
• Antique shops
• Toy stores
• Carpet stores
• Businesses involved in creative content and providing equipment for creative industries
• Outdoor sports stores (including camping, fishing equipments, etc)
• Cosmetics, skin care and perfume stores
• Vape and electronic cigarette stores

Muhyiddin reminded that fully vaccinated individuals are defined as those who have received two doses of Covid-19 vaccine for more than 14 days. These vaccines are Pfizer, AstraZeneca and Sinovac vaccines.

Meanwhile, Individuals who have received single-dose vaccines such as Johnson & Johnson and Cansino will be considered fully inoculated 28 days after they have received the jab.

Muhyiddin also announced that the government has agreed to allow public recreational parks for states and federal territories in Phase 1 to be opened for recreational activities.

However, only individual activities such as jogging, cycling and exercise are allowed, in line with the sports and leisure standard operating procedures in Phase 1.

"This decision is very important for people to get more time to be out in the open and have a better ventilation system than just being confined at home. So, I really hope that this will not be abused," he added.

As at today, states are federal territories in Phase 1 are Kedah, Selangor, Kuala Lumpur, Negeri Sembilan, Melaka, Johor, and Putrajaya.

Meanwhile, states in Phase 2 are Penang, Perak, Kelantan, Terengganu, Pahang, and Sabah.

States and federal territory in Phase 3 are Perlis, Sarawak, and Labuan.

It is worth noting that the current full vaccination rate in the Greater Klang Valley is at 64.7% of the adult population, and 47.4% of total population, according to the Covid-19 Immunisation Task Force.

Foreign buying extends to third week, surges to RM964.3m

KUALA LUMPUR (Aug 30): Foreign buying of Malaysian equities extended for the third week and surged to RM964.33 million last week, from a paltry RM6.71 million the prior week.

In its weekly fund flow report today, the MIDF Research team said as the market reopened last Monday, foreign investors were net buyers amounting to RM6.7 million.

Meanwhile, it said local institutions bought RM19.16 million net of local equities, with retailers as net sellers to the tune of RM25.86 million.

The research house said foreign investors were net buyers every day of the week.

It said the largest foreign inflow was recorded last Thursday to the tune of RM310.79 million, while the inflow of RM6.7 million last Monday was the smallest.

“As for retailers, they were net sellers every day of the week except on Monday.

“The largest net selling by retailers was recorded last Tuesday and the smallest net selling was on Friday to the tune of RM48.43 million and RM16.88 million respectively.

“Cumulatively, for the week, retailers net sold RM113.96 million worth of equities on Bursa Malaysia,” it said.

MIDF said that meanwhile, local institutions recorded cumulative weekly net selling to the tune of RM850.37 million.

It said local institutions were net sellers every day of the week, with the largest net selling on Thursday to the tune of RM290.41 million.

Since the beginning of 2021, cumulatively, retailers were the only net buyers of the local equity market to the tune of RM9.46 billion.

Local institutions and foreign investors were net sellers to the tune of RM4.46 billion and RM5 billion respectively.

“In terms of participation, retail investors, local institutions and foreign investors recorded weekly movements of -3.82%, 9.89% and 16.82% respectively in average daily trade value (ADTV),” it said.
