KUALA LUMPUR (Nov 14): Foreign funds acquired Malaysian equities on Bursa Malaysia to the tune of RM425.72 million last week, after having offloaded RM275.92 million the prior week.

In its weekly fund flow report on Monday (Nov 14), MIDF Research said foreign funds were net buyers for every day of the week, with the largest inflows seen last Thursday (Nov 10) at RM97.42 million and last Friday at RM105.96 million.

It said net inflows were recorded at RM89.89 million last Monday, at RM55.77 million last Tuesday, and at RM76.57 million last Wednesday.

MIDF Research said the top three sectors which saw net inflows by foreign investors last week were financial services at RM137.6 million, consumer products and services at RM133 million and healthcare at RM70.4 million.

Meanwhile, the three sectors with net outflows were construction at RM10.2 million, transportation and logistics at RM4 million and REITs at RM1.4 million.

“On the flip side, local institutions turned net sellers to the tune of RM252.04 million, after briefly turning net buyers the week before.

“They were net sellers from last Monday to last Thursday before net buying RM10.01 million last Friday.

“The net selling amounted to RM82.67 million last Monday, RM36.93 million last Tuesday, RM63.70 million last Wednesday and RM78.75 million last Thursday,” it said.

MIDF Research said local retailers were also net sellers for the week, with net selling at RM173.57 million.

It said they net sold every day of the week, with the heaviest outflow at RM115.97 million last Friday.

“They also net sold RM7.22 million last Monday, RM18.84 million last Tuesday, RM12.87 million last Wednesday and RM18.67 million last Thursday,” it said.

MIDF Research said international funds have been net buyers for 26 out of the 45 weeks of 2022, with a total net inflow of RM6.18 billion.

It said local institutions were net sellers for 31 out of 45 weeks, with a total net outflow of RM8.14 billion.

The research house said local retailers have been net buyers for 28 out of 45 weeks, adding that year-to-date, they have been net buyers at RM1.96 billion.

“In terms of participation, there was an increase among local retailers by 3.15% and local institutions by 1.40%.

“As for foreign investors, there was a decline of 7.21%.

“We foresee stronger market participation this week as investors are expected to take positions in view of the upcoming general election on Saturday and the upcoming semi-annual review of the FBM KLCI,” it said.

Meanwhile, commenting on international markets, MIDF Research said cooling inflation data in the US and the easing of China’s Zero-Covid policy gave markets a boost last week.

“S&P500 grew 5.90%, its best week since June. The Dow gained 4.15% while Nasdaq surged 8.1% to record its best week since March.

“Out of the 16 major indices that we track, 15 ended the week positively. Topping the list was Taiwan’s TAIEX with a weekly advancement of 7.53%. The only decliner was FTSE 100,” it said.

Touching on the upcoming 15th general election (GE15), Wong said that based on historical data, the IPO market should be helped by political stability after the conclusion of the election.

“Just looking at it historically, after the GE14 in 2018, we did see continued vibrancy in the market. The numbers of IPOs in 2018 and 2019 were on the high side,” he said.

Wong added that in tandem with the 42 prospectuses submitted to the SC, the strong momentum seen in 2022 thus far should continue into 2023.

“Some companies would probably choose to wait and see [whether] to list, but companies that are ready would probably seize the moment,” he added.

In a traders’ brief on Wednesday (Nov 16), HLIB said given GE15’s elevated outcome unpredictability exacerbated by fragmented alliances that led to multi-cornered fights, coupled with 40% jump in registered voters since GE14 to more than 21 million, stemming from Undi18’s lowering of the voting age to 18 from 21 and automatic voter registration (AVR).

The alarming number of public servants (enforcement agencies) engaged in unethical conduct-abuse of authority, misconduct, corruption. Threatening national security, increasing government spending, lack of government, national instability (social, political, economy). In the public sector, the form, frequency, extent and length of ethical misconduct and corruption are the measures of the status of morality of the government. Certainly, if government morality is eroded, the basis of democracy and democratic governance will be jeopardised (Menzel, 2007).

The CPI assessed corruption in public service such as nepotism in the civil service, major usage of government office for private benefit, public funds and bribery, where Malaysia among 10 Islamic counties surveyed, was ranked at 4th position similar like Saudi Arabia. The improved score was linked with the change of government which had addressed action against the 1MDB, SRC International, Felda and Tabung Haji scandals when they took over the power. This stops many public agencies committed with unethical behaviors and indirectly reduced the score (Nur Shafiqa & Nafsiah, 2019).

In Malaysia, the Companies Act 1965 was amended in 2016 and the Malaysian Code on Corporate Governance 2012 was revised and became effective in 2017. This is highly commendable unethical behavior are becoming more complicated and perpetrators more sophisticated in public service. Further, the prevalence of business scandals might affect foreign investors’ confidence on the quality of corporate governance, including management’s ethical values.

The public sector in Malaysia, like many of its counterparts across the world, has suffered from ethical corruption of varying degrees of severity since the country gained independence in 1957. The public, however, has been jolted in recent years by incidences of great corruption involving public officials and offices that have left the public outraged by their size and audacity. It is difficult to calculate the exact sum of public funds and services that have been misappropriated and used for personal gain when other forms of public sector corruption and lapses of moral judgments (resulting in poor or wasteful decisions and acts but not amounting to legal culpability) are added to the equation (Samat, Ishak & Nasurdin, 2016). Therefore, it is important to evaluate the current condition of unethical behavioural among public service staff especially in enforcement unit as they are the front liners that ensure the national integrity is preserved.

One can only rely on perception-based metrics such as the Corruption Perception Index (CPI) and the Global Corruption Barometer (GCB) for guidance in the case of public sector corruption. It is not shocking that ethical corruption (as demonstrated by the scandals) has brought into question the moral condition of Malaysia's government. It is important to analyse ethical enforcement and integrity methods and how numerous variables can affect ethical misconduct. This is because if ethics management is conducted comprehensively, systematically, and persistently, Malaysia has a lot to gain.

Pasukhas kian cerah... Ph sebelum pru 15 dah janji untuk menjaga veteran atm. Kalau pengarah2 pasukhas curang, mereka akan didakwa dan dipenjarakan macam najib dalam 1mdb..

Pakatan Harapan (PH) tidak pernah berganjak dan kekal konsisten dengan pendirian memperjuangkan nasib serta kebajikan veteran Angkatan Tentera Malaysia (ATM).

Malah, Pengerusi PH, Datuk Seri Anwar Ibrahim berkata, nasib dan kebajikan anggota keselamatan lain juga menjadi keutamaan parti itu.

Katanya, dedikasi, pengorbanan dan jasa golongan itu terhadap kedaulatan negara tiada tandingannya.

“Meraikan Veteran Tentera Di Tangga Batu, Melaka sebentar tadi. Saya tegaskan bahawa nasib dan hak golongan veteran ATM wajar kita bela serta tidak boleh diabaikan, dengan mengambilkira dedikasi dan pengorbanan mereka buat negara serta kedaulatannya.
