Now that the Petaling Jaya City Council announced that it will revert back to using scratch-and-display coupons to collect parking fares, we ask Rajiv what was the rationale behind this latest flip flop, why the council find it so difficult maintaining parking metres around the city, and why such a well-funded council is not able to provide a mobile payment option for motorists.
