Tan Sri Dato' Sri Dr. Ismail Bin Bakar (Tan Sri Dato' Sri Dr. Ismail) began his career with the Ministry of Finance, Malaysia, as the Assistant Secretary in the Contract and Supply Division in 1983, where he oversaw the implementation of policies related to the procurement of contracts for the Ministry of Defence. 

He has over 30 years of extensive experience in the civil service having served several important portfolios including Secretary-General of the Finance, Agriculture and Agro-based Industry and Transport Ministries as well as Budget Director at the National Budget Office of the Ministry of Finance. He was also a Senior Advisor to the World Bank Group, Washington DC from 2008 until 2010 and the former Secretary General of the Ministry of Transport Malaysia from 2014-2015.

Tan Sri Dato' Sri Dr. Ismail was appointed the 14th Chief Secretary to the Government on 29 August 2018 before retiring in December 2019.

Recently, Tan Sri Dato' Sri Dr. Ismail has been appointed as the Chairman of the Enforcement Agency Integrity Commission with effect from 1 February 2024 for a period of three years.
