Datuk Dr. Norma was a professor at the Faculty of Economics and Administration of University of Malaya from 2000 to 2017. She held the position as the Executive Director of International Institute of Public Policy and Management from 2001 to 2004 and was subsequently appointed as Dean of the Faculty of Economics and Administration from 2004 to 2009.
Her past appointment includes the Ragnar Nurkse Visiting Professor of the School of Innovation and Governance at Tallinn University of Technology in Estonia in 2014. She was also seconded to the Prime Minister's Department as Secretary to the National Economic Advisory Council (NEAC) from 2009 to 2011.
