YBhg Datuk Noharuddin graduated with a Master of Business Administration from University of Birmingham, United Kingdom and a Member of the Chartered Institute of Transport (United Kingdom). He completed the Advance Management Programme in Harvard Business School, United States of America and Leaders in Governance Programme in School of Public Policy, Singapore. He also holds a Diploma in Public Administration from National Institute of Public Administration, Malaysia and a Diploma in Trade Policy from GATT, Geneva, Switzerland.

YBhg Datuk Noharuddin has vast working experience with the Ministry of International Trade and Industry (MITI), Malaysia External Trade Development Corporation (MATRADE) and Malaysian Investment Development Authority (MIDA). He was the Assistant Director of MITI from 1986 to 1993. He joined MATRADE in 2000 and was its Chief Executive Officer from 2006 to 2011. He then served as Chief Executive Officer of MIDA until his retirement in February 2014.
