- Illegal workers rehiring programme: Management noted that PH government is committed to achieve the “4m legal and 0 illegal workers” vision and believes that the group is in a sweet spot to compete for the upcoming programme (if it is an Open Tender basis). Meanwhile, first draft proposal will be submitted to the minister on the 18th Dec 18. There is no further discussion/update as yet.

- Management noted that the non-government revenue will be able to cover for the shortfall in 3-5 years time. Note that government concession related services contributes 20% of FY19F revenue.

- While the risk of losing the existing government services still persist (with concession to be renewed in 2020), management noted that this portion carries very low margins and hence it could be a blessing-in-disguise for the group; provided that the other commercial business runs well.

- Upcoming earnings drivers: Foreign worker recruitment services (job matching) should go full-fledged in January and February 2019. For illustration purpose, with ASP of RM2k on c.30% potential size of 300k, this should contribute RM200m to the revenue, which is c.30% of FY20F revenue.

- Overseas market: Management sees ample of potential particularly in the Bangladesh, Philippines and Indonesia market, with current business model to be replicated in such high population countries. Nonetheless, no guidance given as yet.

- With regards to the aggressive selldown yesterday, management has no idea on the sellers but speculated that it could be the job of a US hedgefund. The shareholder list will only be out by next Tuesday.
