You are exactly correct they will only comsider that option if they feel the future is looking secure and the company can accept the diluting of shares which is another reason the share price has dropped a little recently.

Over supply only happens when demand drops with Oil that happened becaus3 the world is trying to cut done on oil consumption as per the climate accord which has given all countries a target to reduce fossil fuel consumption, however the reverse effect of that is a huge increase in renewable energy to replace the fossil fuels such as Solar and Wind energy. It will continue to increase the demand for panels. You only have to look at the recent company report the reason they are increasing production is because they have already sold the additional panels they can produce before they have already made them.
