大揭密！中國原油進口漲22% 為何油價仍大跌？

石油價格跌跌不休，許多人或許將此歸咎於與這一波大宗商品價格崩跌原因相同：憂心中國經濟成長降溫。但其實根據海關數據，中國 7 月原油進口量較一年前大增 22% 至每日 725 萬桶。那麼究竟是什麼原因造成油價摜破每桶 40 美元？

《華爾街日報》週三 (26 日) 報導，中國對原油的需求程度，看似比對其他能源資源的需求強許多，例如今年來的煤礦需求便下滑。渣打 (Standard Chartered) 大宗商品研究部主任 Paul Horsnell 表示，普遍來說，中國經濟問題雖然是今年大宗商品賣壓沉重的主要原因，但卻只在過去 2 週才主導油價。

報導指出，可能性之一是中國雖然是全球第二大原油進口國，但需求量只占全球的 12%，相較於其他產業用金屬如鋼鐵及銅礦，中國占全球進口需求比例則高達 40%-50%。

其次，美國頁岩油革命創造的源源不絕供應量，依舊是原油賣壓沉重的主因。加上石油輸出國組織 (OPEC) 為了爭市場而不願減產，使得原油充沛的供應量拉低油價的力量，超越需求推升價格的力量。

渣打的 Horsnell 補充，第三個造成中國原油需求成長拉抬不了油價的原因，是全球投資人悲觀氣氛太濃厚。他認為油價已經不是反映中國經濟軟著陸，而是反映對中國經濟成長穩定已喪失信心。Horsnell 指出，投資人無視實際原油供需平衡，目前看法已比 2008-09 年金融危機時還負面。

事實上油市交易員透露，實體市場依舊強健，全球輸往中國港口的油輪運量仍繼續成長；本月中國在杜拜原油現貨市場的採購量，更預期將衝上歷史新高。一名新加坡原油交易員便表示，實體石油與基準石油價格間已明顯斷裂。

不過也有交易員指出，中國仍大量進口原油，主要想趁油價低落時增加緊急儲油，而非用量真這麼多。從數據來看，中國柴油消費量的確正在快速下滑，減抵了汽油及燃油的需求成長，儘管這也反映中國經濟重新平衡的趨勢。或許如傑富瑞 (Jefferies) 所言：中國原油需求正釋出與其他經濟數據一樣的複雜訊息。

Prime Minister Najib Abdul Razak has included his younger brother Nazir in the Special Economic Committee to deal with the current economic crisis.

He was among nine people appointed to the committee. The committee will be headed by Minister in the Prime Minister's Department Abdul Wahid Omar.

Other members of the committee includes Khazanah Nasional Bhd deputy chairperson Nor Mohamed Yakcop, Khazanah Nasional Bhd managing director Azman Mokhtar, Maybank CEO Farid Alias, RAM Holdings ECO K Govindan and Universiti Malaya vice-chancellor Noor Azlan Ghazali.

Najib explained that the committee's task is to reduce any global impact on the national economy, in face of global economic uncertainties.

"This includes, current issues like the value of the Ringgit, maintaining market stability and strengthening confidence in capital markets."

The Ringgit has hit a record low over the past week against major currencies.

油價跌到每桶40美元附近，讓產油國大感吃不消，傳石油輸出國組織（OPEC）內部已出現雜音，要求召開臨時會逼沙烏地阿拉伯接受減產。

OPEC成員國面對油價腰斬過半，個個經濟壓力沈重。據英國媒體Telegraph報導，石油輸出國組織（OPEC）秘書長Abdalla Salem El-Badri已代表幾個成員國向沙國傳達，希望召開臨時會的訊息。想想不久前，OPEC還信誓旦旦絕不減產，沒想到這麼快被打臉。

眾所皆知，阿爾及利亞最近才發函給其它成員國，提議OPEC回復生產配額制，藉以解決部分國家目前超額生產的狀況，這擺明是針對石油產量最大的沙烏地阿拉伯，逼宮意味濃厚。

OPEC下次會議預定12月召開，但是包含阿爾及利亞與快破產的委內瑞拉可能撐不到那個時候，即將重返國際原油市場的伊朗已表態支持召開臨時會。

沙烏地阿拉伯原想藉OPEC壟斷市場之力修理美國頁岩油業者，如今美國頁岩油還活的好好的，反倒是沙國慘遭自家人修理，面子裡子都輸。美國頁岩油業可藉由裁員減支、科技革新，甚至於整併來克服低油價衝擊，但OPEC產油國面對石油收入減少，卻沒能力砍預算支出，兩者應變能力高下立判，沙國只能怨嘆早知如此又何必當初

兩韓交火 北韓警告：不撤除心理喊話 將採軍事行動

在兩韓今天一度交火之後，北韓軍今天傍晚終於有了反應，警告南韓如果不立即停止，對北韓的擴音器心理喊話的話，北韓將會展開軍事行動。

北韓軍今天下午3點52分，向南韓前線軍隊進行火箭炮的炮擊，而南韓軍立即以155mm的炮彈進行反擊，雙方一度進入交火狀態，之後，北韓警告南韓，如果不停止心理喊話的話，將會持續炮擊南韓架設呃擴音器設備。

針對北韓的挑釁，南韓青瓦台緊急召開國家安全保障會議，而朴槿惠總統立即指示軍方，保持最高戒備，若北韓輕舉妄動，立即採取果斷措施應對。
