【联访】垃圾变能源　地政部探讨建垃圾发电厂
（布城25日讯）地方政府发展部长倪可敏称，他有信心原本建设进度落后的森美兰波德申废物转化能源（WTE）发电厂能在他百日新政前建峻，以尽快投入运作，这将能减低当地垃圾填埋场处理90%垃圾。

倪可敏指出，建立废物转化能源发电厂（俗称‘垃圾发电厂’）并非容易的事，首先是必须远离住宅区，其次是要有足够的垃圾量，因此在大马一般能建立垃圾发电厂又能达到经济效益，最低标准就是有关地方每天至少要产生3000公吨垃圾。

他提到，垃圾不等人，新政府上台以来，就开始检讨建造工程远落后时间表的波德申垃圾发电厂，逼使对方加快建设进度。
询及此发电厂会否对当地环境带来影响时，倪可敏指出，据他所知，虽然很多人认为垃圾发电厂也会造成环境污染，但随著时代的不同、科技的进步下，很大程度上已把垃圾污染的程度减低。
他补充，波德申的废物转化能源（WTE）采用日本的科技。

倪可敏称，垃圾发电厂在全球各地尤其是中国已经非常普遍可见，各国倡议把垃圾变成能源，因此研发了越来越多的新科技来分解废料，避免污染环境。

土埋场已是过时的做法

他说，土埋场已是过时的处理垃圾做法，大马有超过118个传统土埋场，这些都是污染环境的源头，不止污染当地环境，还污染当地的地下水源，这些必须很认真看待，而放眼未来，他的想法是把垃圾变黄金或能源。

为此，倪可敏在接受中文媒体联访时指出，他们从波德申开始，若这个方式可行的话，该部将会到全国各地鉴定适合的地点。

询及地政部的目标是在全马建设多少间垃圾发电厂时，他则说，他们目前还在处于研究其可行性，同时也会见环保团体对话，让他们了解，凡事有利必有弊，有些事是万利无一弊，同时也要权衡环保与发展之间取得平衡，这也包括绿化与垃圾处理方式。
此外，倪可敏也谈及他上任后的百日新政7大目标的进展。其中，他誓言要铲除100 个非法垃圾土埋场，在短短40天已铲除68个，进度超标；而他也表示，当达到铲除第100个非法垃圾土埋场时，将会邀请媒体来见证。

倪可敏也提到，他近期到旅游景点突击检查垃圾处理课题，那天走访茨厂街后，因垃圾清理工作不理想，特许经营公司阿南弗拉（Alam Flora）立刻成立24小时的垃圾工作队来改善垃圾清理的服务。

他说，我国目前有3间大型垃圾私营化公司，即阿南弗拉、南方废料管理（Sourthen Waste Management）及依达曼（E-Idaman Sdn Bhd），都属于前朝政府发出的特许经营公司，他们提供的垃圾清理服务一年达20亿令吉，并由地政部发放。

加强监督垃圾处理公司

为此，他指出，地政部会加强监督垃圾处理公司的工作表现，同时将会有一个线上系统以要求这些公司上载提供垃圾清理的照片来加强监督，该部也会根据他们所提供的服务来付费。

不过，倪可敏也指出，目前并非全马13州都隶属固体废料及公共卫生管理机构（SW Corp），目前672法令（2007年固体废料及公共卫生法令）只对同意采纳的吉隆坡、布城、彭亨、柔佛、马六甲、森美兰、玻璃市及吉打有效。

他不讳言，地政部希望全国未来有一套统一系统加强监督管理，但也涉及宪法赋予的权限，州权力及东马主权，一切有待商谈，但雪州表达愿意采纳此法令，掌管雪州地方政府、公共交通及华人新村事务行政议员黄思汉已把建议书提呈给地政部，部门将会展开商讨。

For my personal opinion, let the Serba Dinamik continue it's operation piece fully is a good choice. Let the shareholders to make their decision.

KUALA LUMPUR (March 4): The Cabinet has agreed to improve the execution of the Sabah and Sarawak Pan Borneo Highway, and to go ahead with the MRT3 Circle Line, Prime Minister Datuk Seri Ismail Sabri Yaakob said.

For Pan Borneo Sabah, the Cabinet agreed to continue the implementation of 19 additional work packages involving 367km across five years, Ismail Sabri said in a statement after the Cabinet meeting on Friday (March 4).

The government also agreed to undertake the Sarawak-Sabah Link Road (SSLR) and the Trans Borneo Highway Project.
?Priority will be given to local contractors, particularly bumiputera, to generate business and job opportunities for Keluarga Malaysia.

?This will spur growth and economic development, particularly the government?s objective to continue strengthening the economic sector and to generate 500,000 jobs this year,? Ismail Sabri said.
