VIENNA, Dec 1 (Reuters) - OPEC has agreed its first oil output cuts since 2008 after Saudi Arabia accepted "a big hit" on its production and dropped its demand on arch-rival Iran to slash output, pushing up crude prices by around 10 percent.

Fast-growing producer Iraq also agreed to curtail its booming output, while non-OPEC Russia will join output cuts for the first time in 15 years to help the Organization of the Petroleum Exporting Countries prop up oil prices.

"OPEC has proved to the sceptics that it is not dead. The move will speed up market rebalancing and erosion of the global oil glut," said OPEC watcher Amrita Sen from consultancy Energy Aspects.

The cut did not come without a casualty, however. Indonesia, the producer group's only East Asian member, said it would suspend its membership after rejoining only this year as it was not willing to comply with the output cuts sought.

Following news of the deal, the price for Brent crude futures, the international benchmark for oil prices, surged to settle up nearly 9 percent. They eased slightly in early Asian trading on concerns that other producers, especially U.S. shale drillers, could fill any gap.

The agreement came despite huge political hurdles. Iran and Russia are effectively fighting two proxy wars against Saudi Arabia, in Yemen and Syria, and many sceptics had said the countries would struggle to find a compromise.

Saudi Energy Minister Khalid al-Falih said ahead of the meeting that the kingdom was prepared to accept "a big hit" on production to get a deal done.

"I think it is a good day for the oil markets, it is a good day for the industry and ... it should be a good day for the global economy. I think it will be a boost to global economic growth," he told reporters after the decision.



WILL OPEC COMPLY?

Falih had long insisted OPEC would limit output only if non-OPEC producers contributed.

OPEC president Qatar said non-OPEC producers had agreed to reduce output by a further 0.6 million bpd, of which Russia would contribute some 0.3 million.

Russia had previously resisted participating and instead pushed production to new records in recent months.

"Russia will gradually cut output in the first half of 2017 by up to 300,000 barrels per day, on a tight schedule as technical capabilities allow," Russian Energy Minister Alexander Novak said from Moscow.

Novak, who spoke an hour after OPEC announced its deal, did not say from which output levels Russia would cut.

Non-OPEC Azerbaijan and Kazakhstan have said they might also cut.

"With the deal agreed to in principle and country level quotas established, focus will now shift to implementation," Goldman Sachs said in a note to clients.

OPEC will hold talks with non-OPEC producers on Dec. 9. The organisation will also have its next meeting on May 25 to monitor the deal and could extend it for six months, Qatar said

VIENNA, Nov 30 (Reuters) - OPEC began on Wednesday debating a deal to curtail oil production and prop up the price of crude, with Iran and Iraq resisting pressure from Saudi Arabia to participate fully in any action.

Ministers from the Organization of the Petroleum Exporting Countries started an informal meeting at 0700 GMT at the Vienna Park Hyatt hotel and were due to begin a formal gathering at OPEC headquarters at 0900 GMT.

"There will be an agreement today," an Iraqi delegate said as he entered the hotel.

"I'm optimistic," said Iranian Oil Minister Bijan Zanganeh, adding there had been no request for Iran to cut output.

On Tuesday, Iran wrote to OPEC saying it wanted Saudi Arabia to cut production by as much as 1 million barrels per day (bpd), much more than Riyadh is willing to offer, OPEC sources who saw the letter told Reuters.

The election of Donald Trump to the presidency gives OPEC members another reason to agree to oil production cuts when they meet next week, says Bank of America Merrill Lynch's head of global commodities and derivatives research.

Saudi Arabia is trying to guide OPEC members toward a deal to cut production by 4 to 4.5 percent, in a bid to balance global supply and perhaps boost oil prices by about $10 a barrel.

Merrill's Francisco Blanch told CNBC there are three ways Trump's win and the Republican clean sweep of Congress will affect OPEC's forecast:



1. GOP driving dollar and interest rates higher


First, the policies the GOP is pursuing are generating a stronger dollar and higher interest rates, neither of which bode well for emerging-market countries — or for oil demand in the developing world, he said.

A stronger greenback makes dollar-denominated crude more expensive when it's bought in other currencies, and higher U.S. interest rates tend to give investors an alternative to putting their money to work in emerging markets.

"It's very important that OPEC comes back together, given the potential weakness in emerging market demand," Blanch told CNBC's "Squawk on the Street."

That will be particularly true if President-elect Trump follows through with his campaign threats to impose tariffs on goods shipped from emerging markets including China, he said.


2. Threat of a boost in US production


Second, Trump's goal of boosting U.S. energy output by rolling back regulations threatens to exacerbate the global oversupply of crude. American drillers have reduced their output because they face higher costs of production than many OPEC nations
