Theoretically and supposingly, every ministry should function as it-is as the main leading non-political person is the Setiausaha Bahagian not minister or deputy minister. Minister/deputy minister is only a political position and not indisposable.

A ministry shall function and continue to execute exisitng policy and deliver service to nation and country.

The impact of "governmentless" will be no new policy and ministrial decision. Basically, the government is still there. Just without those political as*ho*e. Haha...
