Nasdaq (US) index crossed 200-day SMA.
In KLSE, only 2 indexes crossed 200-day SMA.
They are Technology index and FBMACE index.

I group technology stocks and ACE stocks together because they are like technology stocks to me (Majority).

If you check all technology stocks, the PER is always > 20.
I will buy technology stock if PER < 20, it is my rule set.
I use PER=20 for technology and ACE stocks.

Hope it explains.
