No hard and fast rule in awarding power contracts  Thu, 11 Sep 00:56 

KUALA LUMPUR: The government's decision in awarding power contracts has always been carried out in the interest of the public, said Energy, Green Technology and Water Deputy Minister Datuk Seri Mahdzir Khalid.

"The contracts can be awarded via direct negotiations, restrictive tender or open tender. There is no hard and fast rule on the method of awarding contracts as each contract has different considerations and circumstances," he said at the Asean Power Week, here, yesterday.

Three months ago, the Energy Commission conditionally offered a consortium comprising SIPP Energy Sdn Bhd, YTL Power International Bhd and Tenaga Nasional Bhd (TNB) the contract to build a 1,000MW-1,400MW combined-cycle gas turbine power plant on a fast-track basis in Pasir Gudang, Johor.

YTL Power has since pulled out of the deal.

"When the government awarded the Track 4A project via direct negotiation, we also specified that the smaller jobs, such as the engineering, procurement and construction portions, are available for open bidding," said Mahdzir.

Earlier, Energy, Green Technology and Water Minister Datuk Seri Dr Maximus Ongkili had said the government's decision to award the project by direct negotiation was due to the "uncomfortable" reserve margin.

The country has seen its reserve margin for power declines from 40 per cent in 2010 to 25 per cent currently. By the end of next year, if there is no extension of retiring plants, Malaysia's power reserve margin is forecast to settle further to 20 per cent.

When asked on the country's power reserve margin, the commision's chief executive officer Datuk Ahmad Fauzi Hasan, who was at the media briefing, said it has improved to 25 per cent after the Kimanis Power Plant (Block 1 and 2) and SPR Energy Power Plant started operations, feeding a total of 280 megawatt (MW) into the Sabah grid.

Malaysia's current installed capacity totals 21,059.5MW with supply source from gas at 52 per cent and coal at 42 per cent. Peak demand in 2020 is forecast at 20,669MW while energy generation is projected to reach 138,510GWh (Gigawatt per hour).

Ahmad Fauzi drew reference to the International Energy Agency, outlining the ideal power reserve margin for developing economies at between 20 and 35 per cent. Ooi Tee Ching

frankly speaking, if glotec can go back 6 sen, then it is really suck counter but i think it at least can maintain at 0.095, hope i am correct..
