there are too much at stake to let property sector down, coz there are too many chain of supplies related to property sector, be it construction, building materials, manufacturing & industrial products.......the main focus is to weed out speculators, not to hammer down property sector until the whole chain of supplies affected - resulting risk of unemployment, which defect the purpose of cooling measurement...they want to make property more affordable with less speculation, not making unemployment figure grow.....if thing doesn't go according to their plan, anytime they are going to flip flop the policy
