as i said earlier, MOH could provide provisional or conditional approval due to the emergency situation. It happens in US and other places now. The key point is to meet certain requirements and the usage are controlled strictly to prevent false result. This provisional approval really depends on the mood of the situation. If it is hot, then approval shall be faster.
