Oil markets were further roiled as a Russian jet was shot down over Turkish airspace yesterday, raising the possibility of more volatility in the Middle East.

Brent crude was last traded at US$46.24 per barrel, or a 6% week-on-week increase. The gains were also triggered by comments from Saudi Arabian officials over the possibility of OPEC abandoning its market-based pricing strategy as member countries head into its latest meeting next week.

Petronas Chemicals Bhd contributed 1.34 points to the KLCI after gaining 10 sen or 1.48% to RM6.84. Malayan Banking Bhd contributed 0.98 points after gaining 0.72% to RM8.40.

PPA shares will obviously dilute d value of shares, sharks already made their money when it 1.40 now declining but Edge tgt price 2.00 but this is possible in 2016 if they do declare profits in their quartely report.

SHAH ALAM: The Selangor government will develop new water source projects to mitigate the possibility of supply shortage in the state as the Langat 2 Water Treatment Plant project is not expected to be completed until the middle of 2019.
Menteri Besar Azmin Ali said the new projects to be developed at a cost of RM778 million were the Labohan Dagang Water Treatment Plant and the Semenyih 2 Water Treatment Plant in Jenderam Hilir.
He said this when tabling the state’s 2016 budget of RM2.88 billion at the state assembly sitting here today.
“From Oct 15, Pengurusan Air Selangor Sdn Bhd, the state government’s wholly-owned subsidiary, had officially taken over the operation management of Syabas (Syarikat Bekalan Air Selangor Sdn Bhd) and Puncak Niaga Sdn Bhd.
“Insya-Allah (God willing), there will be no more water rationing in Selangor,” he said.
Azmin also informed the assembly that the state government would begin its comprehensive study on the development of the Klang river involving an allocation of RM15 million next year.

KUALA LUMPUR: The Selangor government, through Pengurusan Air Selangor Sdn Bhd (Air Selangor), has met the Oct 15 deadline to take over the state’s entire water industry. Today it paid off the outstanding purchase price of RM1.554bil for Puncak Niaga (M) Sdn Bhd and Syarikat Bekalan Air Selangor Sdn Bhd (Syabas).

Puncak Niaga Holdings Bhd (PNHB) told Bursa Malaysia that the company had today received the balance and hence the proposed disposals of its two subsidiaries had been completed.

“Accordingly, Puncak Niaga and Syabas shall cease to be a subsidiary and joint-venture company of PNHB group respectively with effect from Oct 15, 2015.” it said.

PNHB owns 100% equity interest in Puncak Niaga and 70% in Syabas.

On Sept 14, PNHB had agreed to the eighth and final extension of the stop date (to Oct 15) for the completion of the sale and purchase agreement (SPA) with Air Selangor.

The conclusion to the water deal, which marks the consolidation of the Selangor water industry, has been a long time coming, PNHB signed a conditional SPA to sell the company’s water assets in Selangor, Kuala Lumpur and Putrajaya to Air Selangor for RM1.55bil in November last year, but the state’s water restructuring had hit a snag since 2008 due to various disagreements between the state and federal governments.

PNHB shares closed unchanged on Thursday at RM2.87, with 1.397 million shares changing hands.

PETALING JAYA: Puncak Niaga Holdings Bhd (PNHB) has received confirmation that all conditions precedent in the sale and purchase agreement (SPA) for the Selangor water takeover deal have been fulfilled and satisfied.
In a stock exchange filing yesterday, PNHB said it was also given confirmation by Pengurusan Air Selangor Sdn Bhd (Air Selangor) that the RM1.55 billion water agreement will be completed by Oct 15, 2015.
With Air Selangor’s endorsement, the eight-year saga on the water assets transfer in Selangor will finally come to an end.
Last month, PNHB executive chairman and managing director Tan Sri Rozali Ismail threatened to terminate the water deal if it was not completed by Oct 15. Rozali, who holds a stake of just over 40% in PNHB, also threatened to sue Air Selangor.
The stop date for the water deal had been extended eight times to enable pending issues related to the water asset transfer between the state government and the federal government to be resolved.
The last extension for the stop date was given on Sept 14 and the due date was Oct 15.
Under the master agreement, Puncak Niaga will hand over its subsidiaries – Puncak Niaga (M) Sdn Bhd and Syarikat Bekalan Air Selangor (Syabas) – to the state government’s Air Selangor in return for RM1.55 billion in cash.
Puncak Niaga (M) Sdn Bhd (PNSB) holds five water treatment concessions with the Selangor government while Syabas has the concession to distribute water in Kuala Lumpur, Putrajaya and Selangor.
Negotiations on the restructuring of the water services had dragged on since February 2008 before the SPA was finally signed between PNHB and Air Selangor on Nov 11, 2014.
However, the SPA was not completed and resulted in a delay in the completion of the entire consolidation of the Selangor water industry by the federal government and the Selangor government.
AmResearch said in a recent report that PNHB intends to pay out RM534 million, or RM1 per share on a fully diluted basis, as cash dividends when the deal is completed.
It said PNHB’s prospects hinge on the utilisation of the RM1 billion proceeds for either oil and gas, or plantation ventures.
PNHB’s share price was up 1.08%, or 3 sen, to RM2.82 yesterday, with 711,000 units traded.

KUALA LUMPUR: The Federal government is optimistic that the takeover of Puncak Niaga Holdings Berhad (PNHB) assets by Pengurusan Air Selangor Sdn Bhd (Air Selangor) will conclude as scheduled on Oct 15.

Energy, Green Technology and Water Ministry (KeTTHA) Secretary-General Datuk Loo Took Gee said the process was moving as planned with some of the procedures needed to be fulfilled before being put to bed.

“There is no issue, we had signed the supplementary agreement. Everything is moving well now and what we need is for the state to come out with the assets, which they have already done. Things would be done at par and the next thing is for the Selangor government to take over the operations.

“There is no problem at all and in fact, the money has already been parked with the person and the payment would be done very soon once the assets are provided,” she told reporters after the opening of Asean Energy Business Forum (AEBF) 2015 here yesterday.

The AEBF 2015, held in conjunction with the 33rd Asean Ministers on Energy Meeting, was officiated by Energy, Green Technology and Water Ministry Deputy Minister Datuk Seri Dr James Dawos Mamit.

On Oct 3, Selangor Menteri Besar Mohamed Azmin Alid said PNHB and Air Selangor were resolving several technical issues involving the takeover of the company and believed it could meet the deadline.

The PNHB board of directors on Sept 14 agreed to extend the takeover period, for the eighth time, for a month from Sept 14 to enable Air Selangor to meet earlier conditions under the conditional sale and purchase agreement dated Nov 11, 2014.

PETALING JAYA: Klang Valley residents have been warned of possible water rationing if the current El Nino phenomenon of hot and dry weather worsens.

The warning, from Syarikat Bekalan Air Selangor (Syabas), has angered the Selangor government, which has accused the company of triggering a panic.

Syabas said the treated water supply situation in Selangor, Kuala Lumpur and Putrajaya was becoming more acute due to the El Nino phenomenon, which the country was currently experiencing.

El Nino is an irregular weather phenomenon which causes sea temperatures in the equatorial Pacific Ocean to rise, leading to unusually heavy rains in some parts of the world and drought in others.

“The El Nino phenomenon causes long droughts and shortages of raw water supply in river and dams, and simultaneously production of treated water will be lessened,” Syabas said in a statement.

“If this situation takes place, consumers will face the possibility of water supply rationing, the same as the ones the Selangor state government and National Water Services Commission (SPAN) were forced to implement

Comments:I know many bot between 40-52 cts now about 34cts. One thing for sure Langat2 agreement hv to be signed otherwise chaos.I belief d agreement is ready obvioisly it wont be signed shortlty, political climate one kind, ringgit depreciating n foreign funds leaving d country.Once situation cools probably some news on Engtex but when???????. Whether to buy n accumulate now is totally your risk, give some thoughts.

1. GST good to check on anti-profiteers hence in principle shd have but not 6%, 3% shd be ok. 2. The main issue is not GST but corruption, if can be reduced d Rakyat can be benefitted in many ways, abolish toll or reduce it or Brim can be increased or petrol price can be subsidided.3.
