SHAH ALAM: The Selangor Economic Action Council (MTES) has approved several applications made by agencies and local authorities to ensure the smooth implementation of the Langat 2 water project.

Mentri Besar Mohamed Azmin Ali said the approval involved planning permission and construction work at the project site.

“MTES approved applications from the land office, Kajang Municipal Council and the Selangor Forestry Department,” he said.

Azmin was speaking to reporters after hosting the Selangor government’s Raya open house at his official residence here, yesterday.

Langat 2 is part of the Raw Water Transfer Project to treat 1.89 billion litres of raw water supplied to Selangor, Kuala Lumpur and Putrajaya until 2025.

Minister of Energy, Green Technology and Water Datuk Seri Dr Maximus Ongkili blamed the Selangor government for delaying Langat 2 by ordering agencies and local authorities to suspend approval of permits until the restructuring of the water industry was finalised. – Bernama

Indonesia transport ministry softens tone on airlines equity rule

JAKARTA: Indonesia's transport ministry said it would help airlines struggling to meet a deadline to improve their finances, softening its stance after concerns about the measures sent AirAsia Bhd's shares plunging to five-year lows.

Ministry officials had told reporters less than a week ago that 13 airlines including the Indonesian affiliate of troubled Malaysian budget carrier AirAsia had to repair their stretched balance sheets by the end of July or risk being shut down.

On Thursday, the ministry issued a statement saying it would "help and support" these airlines to improve their finances, but did not mention anything about shutting them down.

A spokesman told Reuters the ministry would "decide in the future" on that matter.

Worries that the Indonesian affiliate of AirAsia would be grounded heightened investor concerns about Asia's biggest low-cost carrier which has been hit in recent weeks by questions over accounting that the airline rejected.

On Wednesday, AirAsia shares fell more than 15% to five-year-lows. Its shares fell a further 2.3% on Thursday, underperforming the benchmark index which was up 0.4%.

AirAsia Group CEO Tan Sri Tony Fernandes, speaking to reporters in Singapore, welcomed the latest Indonesian statement.

"There are no financial difficulties in Indonesia," he said. "We have said that it needs funding and we are going to clean it up. But you can't arrange funding in three weeks."
Investors have frequently identified regulatory uncertainty in sectors ranging from mining to water supply as one of the key obstacles hampering the development of South-East Asia's biggest economy. - Reuters

KUALA LUMPUR (Jul 3): JAKS Resources Bhd ( Financial Dashboard) has requested for a suspension of trading of its securities next Monday (July 6), pending a material announcement.

Next Monday, JAKS is due to sign an agreement with a new equity partner, to jointly develop a 1,200MW coal-fired power plant in Hai Duong Province, Vietnam, which is under a build-operate-transfer contract.

In a filing with Bursa Malaysia today, JAKS said the request for suspension is made under subparagraph 3.1(b) of Practice Note No. 2 on Requests for Suspension of the Main Market Listing Requirements of Bursa Securities.

JAKS is primarily engaged in the integrated water works industry. It is also involved in the designing and construction of sewerage treatment facilities, as well as manufacturing of mild steel pipes and other steel products.

The company's shares have been actively traded since Wednesday, which saw 24.2 million and 28.27 million changing hands on Wednesday and Thursday, respectively. Some 33.59 million shares changed hands today.

JAKS' (fundamental: 0.65; valuation: 1.5) shares closed down 2.34% at 83.5 sen today, giving it a market capitalisation of RM374.8 million.

Upgrade to buy with a higher target price of RM1.80: We expect Pavilion REIT (PavREIT) to see a rerating driven by more certainty of the Pavilion Extension (Extension) asset-injection plan (worth approximately RM806 million) in early 2017. Our preliminary assessment values the Extension at 32 sen per share, based on a dividend discount model methodology. We revise up our 2017 estimate (E) net profit by 4.5% to account for the Extension’s nine-month contribution.

Our upgrade on PavREIT is driven by our higher conviction on two counts. Firstly, the sustainability of PavREIT’s existing tenancies and secondly, the yield-accretion from management’s potential move to gear up on the financing of the acquisition of Extension. As a result, PavREIT’s 2016E to 2017E yield should improve from 5.5% to 5.6% levels before our upgrade to 6.4% to 6.6% post our upgrade, above the Malaysian REITs peer average of 6.1% to 6.2%.
