not a sifu but it depends on the entitlement date. the cutoff date has not been set yet. today is just announcing the proposal for such exercise, cutoff date and entitlement date are to be announce later. Anyhow, normally you will be entitle because the cutoff would normally be a month from the entitlement date, which is a month from the Q4 result.
