HY mainly sell to shell malaysia fuel price last 5 weeks remain same while brent oil uptrending. Who is subsidising???

coming back to HY ah.......crude oil price has been rising & rising leh....but petrol station last few weeks has been maintaining the same price. I wonder who absorbing the cost. Gomen or refinery? cannot be refinery right.....
