Chart pattern very similar to early of Jan when the price at 17.00. Round top, volume decreasing, close in green and volume less than 20k when it has its first big drop the next day from 17.00 to 15.00.
The price eventually drop to below 12.00. Drop more than 30%.

There is a benchmark for all refinery stocks in the world.
US refinery stocks are trading at PER = 22
China refinery stocks are trading at PER > 15
Spore refinery stocks are trading at PER = 15
Other refinery stocks worldwide are trading at PER > 15
Assuming like you said, EPS for 2018 is 2.00,
PER = 15, fair price is 30.00.
PER = 10, fair price is 20.00.
