Hard to say. Public Bank valuation is based on land bank value, but land is worthless unless developed and sold. So it's probably worth more than its current price, but it could take years for its price to appreciate to its fundamental value.

Fundamentals are good, but hard to fight against EPF. It has over 700 million shares. What it has sold so far is only a drop in the bucket. Maybe EPF is trading. Selling when prices are high, buying when they drop back. But the narrow trading band EPF has chosen would prevent the price from going very high.
