TIGA puluh syarikat yang menghantar Request for Proposal (RFP) bagi membekalkan perkhidmatan Sistem Bersepadu Imigresen (IIS) kini bimbang kerajaan akan melakukan pusingan U (U Turn) kembali berunding dengan Prestariang SKIN Sdn Bhd (PSSB).

Menurut sumber perubahan pemegang saham Prestariang pada Mac lalu dilihat berkait dengan Datuk Seri Mokhzani Tun Mahathir dan tindakan syarikat terbabit menarik saman ke atas kerajaan menimbulkan kemungkinan pembatalan RFP IIS.

Apabila Pakatan Harapan mengambil alih pentadbiran negara pada tahun lalu, Kementerian Dalam Negeri telah membatalkan kontrak Sistem Kawalan Imigresen Nasional (SKIN) yang bernilai RM3.5 bilion.

SKIN yang telah diberikan kepada syarikat Prestariang SKIN Sdn Bhd (PSSB) secara runding terus berikutan keperluan spesifik dan kepentingan keselamatan negara. SKIN sepatutnya mula beroperasi mulai April 2020 menggantikan Sistem Imigresen Malaysian (MyIMMs) yang mempunyai banyak kelemahan.

Namun KDN menarik balik persetujuan kontrak ini dan membuat keputusan mengadakan tender terbuka IIS dengan nilai tender sekitar RM2.5 bilion.

Akibatnya saham Prestariang jatuh merudum sehingga menyebabkan Presiden dan CEO Dr Abu Hasan Ismail terpaksa menjual semua sahamnya “due to a margin call” pada Disember tahun lalu.

Siapa yang mendapat untung dari kejatuhan saham ini sukar dipastikan. Namun pada Mac 2019, Prestariang telah melantik dua pengarah bebas Ginny Yeow Mei Ying and Baldesh Singh a/l Manmohan Singh. Ini mencerminkan perubahan pemilikan saham Prestariang.

Ginny merupakan anak kepada Yeow Kheng Chew. Yeow yang lebih popular sebagai KC Yeow diketahui umum sebagai ahli perniagaan yang rapat dengan Datuk Seri Mokhzani Tun Mahathir. Sementara itu Baldesh pernah menjadi Pengarah Strategi (head of strategy) Kencana Capital, salah sebuah syarikat pelaburan Mokhzani.

Untuk rekod Mokhzani menafikan sebarang pembabitan beliau dengan Prestariang dalam pertukaran pengarah dan pemegang saham ini.

Kontroversi tender terbuka ini mula berlegar di kalangan pemain industri apabila ada usaha membuatkan media hanya memfokus kepada 5 syarikat berbanding 30 syarikat yang mengemukakan cadangan.

Kini timbul satu spekulasi baharu bahawa kerajaan akan melakukan pusingan U (u turn) dengan melantik semula PSSB sebagai penyedia sistem imigresen.

Ini berikutan penerbitan artikel “National security: SKIN or IIS?” oleh lidah utama kerajaan, NST Online (5 Ogos 2019). Artikel ini telah membuat analisis kelebihan sistem SKIN berbanding IIS dan memetik laporan Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU).

“MAMPU had recommended that Cabinet continue with SKIN because even though it entails higher development costs, it would have the benefit of providing savings in maintenance costs plus it is free from government financial risk.”

Khabar angin ini bertambah kencang apabila akhir September lalu Prestariang telah menarik saman mereka ke atas Kerajaan dan memohon mediasi bagi menyelesaikan isu ini di luar mahkamah.

Apakah ini langkah awal ke arah perubahan keputusan kerajaan dan kembali kepada SKIN?-
