ARM tech has been used and will continue to be USED and Improved by the CHINESE, EUROEPAN, KOREAN, Japanese tech companies as it is OPEN SOURCE where by ANY company can access it's architecture. However INTER based Architecture are protected and NOT accessible to outsiders.And INTEL does not intend to 'SHARE ' its Tech with others. PLUS .... INTEL makes it own chips. TCM, Samsung, SMIC , etc do NOT make Intel Chips......... Intel is will 'Struggle and FAIL ' with this. Nvadia has a LEAD in AI processors over Intel. However ..... do NOT underestimate INTEL .........
