涨反倾销税有利本地业者　需求续主宰钢铁市场前景

（吉隆坡9日讯）随著国际贸易及工业部（MITI）上调反倾销税，分析员认为，此举将降低进口产品的竞争优势，不过，大华继显分析员则基于钢筋需求疲弱，不看好钢铁市场前景。

贸工部周三宣布，上调来自中国、韩国和越南的进口冷轧钢卷（CRC）反倾销税至2%到42%，原本为3%至28%，有效期限为5月8日至2021年5月23日，为期约2年。政府是在对本地制造商及进口商进行调查之后，做出有关的决定。

马银行投行分析员表示，政府此举料可有效地阻止钢铁倾销，冷轧钢卷的倾销问题，一直困扰大马业者。大马市场的冷轧钢卷消耗量从2013年的115万公吨，增加至2017年的190万公吨，当中有129万公吨来自进口，或占总消耗量的69%。

看好中钢大马

“由于美国即将对所有进口钢材征收25%关税，因此，政府提高进口关税的措施，可说是相当合时，可减缓届时钢材在大马市场出现贸易转移效应，即业者转向价格相对较低的进口商。”


分析员指出，在更高的关税下，未来的钢材进口料减少，国内钢铁公司将从中受惠，获得更高的销量，平均售价也会相对的提高，扩大净利赚幅。马银行投行分析员看好中钢马来西亚（CSCSTEL，5094，主板工业股）。该分析员指出，鉴于中钢马来西亚的钢铁产品占2018年总销量收入的45%，政府提高关税的措施，将让公司的盈利更有保障，因此，上修2019至2021财政年每股盈利预测7%至20%，并将评级上调至“买进”，目标价为1.26令吉。

钢铁需求疲弱

另一方面，大华继显分析员表示，尽管4月钢铁价格是连续第2个月上涨，但整体钢筋需求仍然非常疲弱，料影响钢铁上市公司盈利表现。

“大型基建项目复苏及成本控制推高平均售价，但市场缺乏钢筋需求导致供过于求情况出现，从而拖累钢铁公司盈利表现。”

分析员预计钢筋需求疲弱的情况将延续，至今年杪才逐步复苏，因此，维持钢铁领域“减持”投资评级，待更明确的利好因素出现。

不过，基于安裕资源（ANNJOO，6556，主板工业股）股价早前经历一轮的跌势，因此，分析员上调该股的评级至“守住”。同时关注原料价格的走势，若原料价格上涨，将会进一步侵蚀公司的赚幅。股价短期料继续盘整，等待大型基建计划展开，才会激励股价重新走高。

中钢马来西亚今日无起落，收在1.12令吉；安裕资源跌1仙或0.61%，至1.64令吉
