The Issue Price represents a discount of 9.61% to the 5-day VWAP of the Shares up to and including 8 December 2020 of RM0.1051, being the last market day immediately preceding the Price-fixing Date.

Banks: Four new digital banks entering the fray; what will they bring?
Maybank KE Research

The Monetary Authority of Singapore (MAS) has awarded four digital bank licences in a highly anticipated move to liberalise and inject innovation into the financial industry as well as accelerate Singapore’s ambition of becoming a smart nation.

This means that for the first time, non-bank players will be allowed to provide financial services.

Two full digital full bank licences went to the Grab-Singtel consortium and tech giant Sea. These players will be able to provide the full range of banking services to retail and corporate customers but will not have any physical presence and all banking services must be conducted online.

Another two digital wholesale bank licences (short of the three available) were issued to Alibaba’s Ant Group and a consortium comprising China state-owned Greenland Financial Holdings, Linklogis Hong Kong and Beijing Co-op Equity Investment Fund Management.

But MAS may grant more such licences later, similar to a precedent set by HKMA, which approved licences in stages. These digital wholesale banks can only cater to corporates and SMEs.

The four beat 10 other contenders, which include the FWD/Razer/Sheng Siong, iFast/Hande/Yillion, ByteDance, V3/EZ-Link/Far East Orgn/Mitsui/MSIG, ShengYe/Phillip Capital and AMTD/Xiaomi/SP Group consortia.

The winners were judged based on 1) value proposition and business model; 2) sustainability of their digital banking business; 3) innovative use of technology, and 4) growth prospects and other contributions to Singapore’s financial centre.

Maybank KE believes that depth, quality and access to data, synergies from already established ecosystems plus financial strength of the parents were also critical success factors.

The primary target for the digital banks is the under-served groups in Singapore such as the low income earners, millennials, start-ups and micro enterprises that can be better reached with lower costs.

Performing credit checks, KYC and monitoring large volumes of low-yielding and higher risk accounts is a weak business case for incumbent banks. But digital banks would be able to substantially lower acquisition and transaction costs by automating these processes and using AI to quickly assess loan applications and quantum.

Notably, the two digital wholesale bank licences were clinched by Chinese groups, which could bring their strengths in fintech and e-payment and potentially increase investment opportunities from China in local SMEs. Currently, there are 99 banks in Singapore's wholesale banking industry.

The new digital banks are expected to start operations from early 2022 after meeting all relevant prudential requirements and licencing pre-conditions.

In the medium term, we do not expect the new digital entrants to have any material impacts on the domestic banks, which already have fairly comprehensive digital offerings. But these new players could catalyse the broadening of the financial industry.

For now, we are more concerned about weakening asset quality amid resurging Covid-19 and dividend caps limited returns. The recent re-rating of the banks offers and opportunity to take profits and we prefer a switch to Singtel, which offers a better proxy for digital banking execution as well as ARPU recovery and 5G exposure.
