In a separate issue, Saifuddin said the Ministry of Home Affairs (KDN) will examine documents related to the awarding of the National Integrated Immigration System (NIISe) contract before taking any further action.

He said he was given a briefing recently on the NIISe project where the contract was won by technology company Iris Corporation Bhd, which is alleged to have links to the son-in-law of former prime minister Tan Sri Muhyiddin Yassin.

According to Saifuddin, the briefing was to find out if the ‘corporate exercise’ involved complying with the terms of the contract that had been signed between the Iris subsidiary and the government.

On Feb 10, Iris Corp entered into a share sale agreement (SSA) with Tass Tech Technologies Sdn Bhd (Tass Tech) involving the disposal of 80% equity interest in its unit, Iris Information Technology Systems Sdn Bhd (IITS) for RM70 million in cash.

KUALA LUMPUR, Feb 24 — To rid the country of any notion of corruption and pilferage, the government has cancelled RM7 billion in projects awarded directly under the Jana Wibawa scheme and will retender RM15 billion worth of flood mitigation projects.

Prime Minister Datuk Seri Anwar Ibrahim announced the decision when tabling Budget 2023 and said the move could save the country some RM3 billion.

“Government projects and acquisitions need to be open and transparent. We cannot be pilfering public funds and abusing the system using the direct negotiations method,” he said.

“After re-tendering the projects openly, the country can save up to RM3 billion. This savings can be redistributed into other public projects,” he said.

Anwar said that he wanted to clear the name of the country and prove that a Malay-Muslim person could be respected for his integrity and principles of fairness in the country.

“This unity government is proposing to table the Government Procurement Act again as soon as possible,” he said, adding that it was previously discussed in Parliament in 2019 but was postponed.

He said that government agencies like the Inland Revenue Board, Malaysian Anti-Corruption Commission and Royal Malaysia Police will be active in investigating any allegations of corruption including those mentioned in the Pandora Papers.

“The IRB will continue to investigate sudden wealth and windfalls to prevent the crime of corruption from spreading.

“The people are impatient for change, and I cannot wait to step into a renewed government management style that is fast, efficient and transparent,” he said.

To that end, he said that the government will enhance and table the Whistleblowers Protection Act this year to help erase fear and pressure on informers.

Description
Cooking the books refers to fraudulent accounting activities undertaken by a business to falsify its financial statements. Thus, the objectives of this study are to investigate what the cooking-the-books activities carried out by businesses consist of, how they conduct them, and what the impact is on the business and its shareholders. The case study sample companies are two Malaysian companies that had received various awards from reputable third-party organizations. On the other hand, the activities undertaken in both companies have caused them to be labelled as Malaysian mini Enrons. We employ a qualitative research methodology as most prior research employs a quantitative methodology to investigate the determinant factors in businesses’ cooking-the-book activities. The result of the study shows that the managers have used their positions, prior experience, and regulatory loopholes in their activities. Furthermore, the financial report restatement and higher reported earnings are the early warning signals of their activities. As a result of this, the Malaysian Securities Commission has revised the corporate governance code, and among others incorporated the Audit Oversight Board, known in the US as the Public Company Accounting Oversight Board.

The Proposed Share Consolidation is part of the Company’s proactive capital management
plan to improve the Company’s capital structure.
As the Company has a large number of Shares in issue and a relatively low trading price range,
the Board noted that a small movement in the Share price may result in high percentage
movement in the Share price. The Proposed Share Consolidation would lead to a reduction in
the number of Shares available in the market and may reduce the magnitude of fluctuation of
the Company’s market capitalisation.
Following the completion of the Proposed Share Consolidation, the theoretical market price of
each Share will increase by 10 times and the total number of Shares in issue will be reduced
by the corresponding ratio. Notwithstanding this, Shareholders should note that the Proposed
Share Consolidation is not expected to alter the total value of the Consolidated Shares held by
them.

Corruption and embezzlement appear to have become systemic to the point of damaging the Government's ability to govern effectively, tarnishing the country's reputation. As a result:
o Malaysia’s Corruption Perception Index (CPI) 2022 ranking has plummeted to rank 61 when compared to rank 29 in 1998. Transparency International Malaysia attributed this decline to a failure in curbing political corruption.
o The Auditor General's report for 2020 and 2021 recorded leakage of almost RM3 billion, which cover loss of public money, wastage, and irregular payments. For example, regarding the under-collection of import duties for vehicles, the Government suffered a loss of RM72 million due to weak duty import collection processes.
o In addition, there exists leakages in the diesel subsidy implementation with almost RM10 billion worth of diesel subsidy estimated to be misappropriated last year.
o These are proofs of the various transgressions that have badly impacted the country. They must be stopped if we want this country to stride forward with strength and glory. We are the ones who determine whether the country’s future will stagnate, surge, or subjugate.
