Why PH government does not do MCO and gave face mask initially?

The government of PH as Federal in Jan-Feb.Why there no face ask given till now in some of the PH state.Why there no movement control after Chinese New Year.Its should not had much impact then.But due to PH no action,businesses all round loss few hundred billion(include stock market).If there some kind of action back then,things will not be so bad.....

2% people die - mostly retiree, its okay. The other 98% will recover and get back to work.
