At the moment Ukraine is isolated civil war! We wait for EU and US respond!
The only option on the table is to implement full sanctions on Russia! Once full sanction takes effect, only then should EU and US retaliate! Responding now would be fatal for EU and US! You don't attack your enemy when your enemy is strong! You only attack at it's weakest!

If EU and US retaliate immediately after the first fire, then we already facing full blown war by now! But EU and US didn't!
