KOTA KINABALU: The government must address the issue of squatter settlements especially in the urban areas to manage the issue of non-revenue water (NRW) in the state.

Dr Aliakbar Gulasan (PAS-appointed) said NRW was one of the causes contributing to water woes in the state.

"Regarding this matter, the government must urgently and comprehensively address the issue of squatter settlements, especially in urban areas.

"Managing squatters does not mean demolishing squatter settlements. Managing means making strategic plans. Build organised housing, provide sites and services.

"The squatter issue has been around for decades. Manage them properly to address NRW and electrical theft.

"The longer these squatters are left unattended, the longer and more persistent the water and electricity problems in this state will continue," he said during the debate at the state assembly sitting here.

Meanwhile, he said the problem of basic amenities is not only occurring in rural or suburban areas but also in urban areas.

"The water problem at UMS, for example, is worrying. Students and staff are unable to carry out teaching and learning programmes effectively.

"It's very difficult to live as a student and as a staff member. Some of their parents have to come from afar just to deliver a few water containers. Some students have to bathe using bottled water or mineral water.

"That's why some students express their views on social media. I'm not advocating the indiscriminate use of social media, but that's one of the avenues students can use because basic issues cannot be resolved."
