KANGAR: The Perlis state enactment, including the membership of state-linked companies, needs to be reviewed for outdated policies, regulations, and standard operating procedures (SOPs).

Perlis State Secretary Datuk Che Murad Sayang Ramjan said it is empirical to change outdated policies and procurement SOPs in the state administration.

"Therefore, there are several enactments that we are reviewing, such as the membership of state-linked companies that only comprised the Menteri Besar and a chief executive officer.

"We will scrutinise, change and bring about some changes to state-linked companies' membership to include professionals and government officers so that there is check and balance in every decision made," he said when contacted today.

He was responding to the Chief Secretary to the Government Datuk Seri Shamsul Azri Abu Bakar's instruction for all secretaries-general, state secretaries and department heads to review outdated policies, regulations and SOPs in their respective jurisdictions to eliminate room for possible malpractice and graft.

Murad, who assumed the State Secretary post two months ago, added that there is also a pressing need to change the state administration procurement SOPs.

"For the past two months, I have noticed that the procurement SOPs should be reviewed following controversies surrounding the state government's procurement management.

"As such, I have met all 15 state elected representatives, including one from the opposition, and we have agreed to set up a special unit to scrutinise the state administration procurement management.

"We want to see transparency in each procurement process and all parties agreed that we need to create a better working environment with integrity," he said.
