Civil service KPI to be linked to propensity to report corruption: Chief Secretary to the Government

PUTRAJAYA: The key performance indicators (KPI) for civil servants will be linked to a new requirement involving failure to report corruption, says the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar.

He said to strengthen the integrity and accountability of civil servants, KPIs through the MyPerformance system need to be improved, as well as the Demerit Performance Evaluation System (DEEP) for heads of departments must be continued, with emphasis on the new element that deals with failure to report corruption.

“To ensure the country's position in the Corruption Perception Index continues to improve, I will chair a Special Task Force on the Corruption Perception Index (CPI Special Task Force), then monitor closely and follow through with the initiatives under the Anti-Corruption Strategy National (NACS),” he said.

He added that the majority of local authorities have failed to implement the instructions of the Human Resource Services Circular for the establishment of an integrity unit, structure and staffing, as well as reporting and training.

“This failure is disappointing and should not have happened.

“Therefore, compliance with this directive will be the primary concern of this CPI special task force,” he said during the 2024 KSN Leadership Aspiration ceremony at De' Seri Endon Hall, Puspanitapuri here on Tuesday (Sept 10).

He noted that there was an increase in the number of arrests of civil servants by the Malaysian Anti-Corruption Commission.

“Up until August 2024, a total of 408 arrests have been made involving civil servants.

“This is an increase compared to the same period last year, with 318 arrests,”

“There is no denying that there are still 'Little Napoleons' inside government organisations,” he said.
