Vietnam Approves Power Development Plan for Cleaner Fuels


Power Development Plan VIII ("PDP8") calls for expansions to renewable energy generation and development of LNG facilities to aid a gradual phase-out of coal-fired power plants. The plan will require US$134.7 billion in domestic and foreign investment by 2030 and lays a pathway for Vietnam to achieve carbon neutrality by 2050.

Coal
Although PDP8 does not call for immediate reductions in Vietnam's reliance on coal, coal would become a smaller share of the total energy mix by 2030. In 2020, total capacity of coal-fired power plants was 21.38 GW (30.8%) of the energy mix. By 2030, Vietnam plans to increase this to 30.13 GW, but this would reduce its share to 20% of planned energy capacity.

👉👉After 2030, Vietnam would not develop any new coal-fired power plants, and active plants that are 20 years or older will begin transitioning to biomass or ammonia. Plants over 40 years old that cannot achieve this fuel switch will be retired.

Better returns await CGPP winners

PETALING JAYA: Winners of the Corporate Green Power Programme (CGPP) could potentially enjoy better returns compared to the fourth cycle of the large-scale solar (LSS4) projects.


MIDF Research said going by its initial ballpark estimates, the CGPP could reap internal rate of returns (IRRs) in the high-single-digit levels.


This is because the initiative, which will be utilising virtual power purchase agreements, is based on a willing buyer-willing seller approach.

“Under the CGPP, players are free to secure their own offtaker, hence giving better pricing power as opposed to stiff competition to supply to a single offtaker under the LSS auction mechanism,” said the research firm in a report yesterday.



According to MIDF Research, the CGPP tariffs are also likely to reflect a premium for environmental attributes like renewable energy certificates.


As a benchmark, the research firm noted that the Green Electricity Tariff sold by Tenaga Nasional Bhd


(TNB) was raised to 21.8 sen per kilowatt hour (kwh) effective August this year.
Meanwhile, the system’s marginal price under the New Enhanced Dispatch Arrangement (Neda) wholesale market is averaging about 25 sen per kwh as at June 2023, which is “a decently large premium to LSS4 winning bids of 18 to 20 sen per /kwh for 30-50MW packages,” it said.

In the fourth quarter of 2023, the Construction division reported lower revenue of
RM2.9 million, a reduction of 94% compared to the revenue of RM46.7 million in
the same quarter of the previous year. This decline was primarily attributed to the
lower revenue recognition from the local construction works that are in their final
stages of completion.

before tax RM63.3 million in this fourth quarter compared to RM40.5 million loss

3. Prospects.
The Power-Energy division’s LSS4 solar project will provide a reliable additional
income stream and is expected to contribute positively to the Group’s revenue in
2024 as the full year’s contribution will be factored in. The Group is working on
the development of the 29.99 MW Solar Plant under the Energy Commission’s
Corporate Green Power Programme (“CGPP”), which is expected to contribute
positively to the future earnings of the Group upon completion. This division will
continue to expand its renewable energy projects and asset portfolio through
greenfield development and acquisition of renewable energy assets. Additionally,
active participation in regional energy export initiatives is on the agenda. The
Group recognises the pivotal role that profits from the Power-Energy division will
play. These profits are seen as crucial in navigating the current constrained
construction outlook and overcoming the competitive challenges faced by retail
malls in attracting foot traffic.
