AT THE NINETEENTH ANNUAL GENERAL MEETING OF THE COMPANY

The group has 3 years upon the Commercial Operation Date (“COD”) to subscribe for the additional 10% stake in the Hai Duong power plant.

- The Company is looking at various funding options to exercise the 10% option in JHDP, including using internal funds, borrowings and other source of funding. Alternatively, the dividends from the power plant can also be re-invested for the 10% option.

Apart from the proposed private placement, does the group intend to raise funds to subscribe for the 10% optional interest in JPP?

- Not at the moment.

Subscribing for the 10% optional interest in JPP will immediately boost the profit and dividend sharing from JHDP to 40%. Please clarify if the proposed 20% private placement is also intended for the option.

- The proposed private placement was not intended to be utilised to exercise the option of subscribing the 10% interest in JAKS Hai Duong power plant, as we have 3 years from COD to exercise the 10% option.

- The proceeds are earmarked mainly for the LSS4 project, working capital and potential acquisitions
of Power/Renewable Energy assets (Solar, hydroelectric dams, LNG in Malaysia, Vietnam and Indonesia.

A 12% cut in pricing at same output will lead to a 12% drop in revenue 

Net profit will drop more than 12% 

Comparable plants in Vietnam are reporting only 5%-8% margins 

All of them will swing into losses together with EVN 

As a result of tariff cut and increasing interest costs, the real accounts for Jaks will probably show losses in 2024

The current electricity prices are still below production costs, EVN chief accountant Nguyen Dinh Phuoc said at the press briefing.


This price hike is expected to help EVN generate additional revenue of about VND3.2 trillion by the end of the year, easing its financial woes in 2023.

👉HCMC – The Ministry of Industry and Trade has decided to revise up the average retail electricity tariff by 4.5%, with immediate effect.


The average retail power tariff is now VND2,006.79 per kWh, excluding the value added tax (VAT).

For household consumers, there are six progressive tariff rates: VND1,806 per kWh for monthly consumption of up to 50 kWh, VND1,866 per kWh for monthly consumption of 51 to 100 kWh, VND2,167 per kWh for monthly consumption of 101 to 200 kWh, VND2,729 per kWh for monthly consumption of 201 to 300 kWh, VND3,050 per kWh for monthly consumption of 301 to 400 kWh, and VND3,151 per kWh for monthly consumption of 401 kWh or above.


This afternoon, after the retail power tariff increase decision came out, Vietnam Electricity Group (EVN) held a news briefing.
Nguyen Quoc Dung, sales manager of EVN, said that for those eligible for the first tariff rate, the monthly bill would rise by VND3,900, VND7,900 for the second tariff rate, VND17,200 for the third tariff rate, VND28,900 for the fourth tariff rate, VND42,000 for the fourth tariff rate, and VND55,600 for the fifth tariff rate.



The electricity tariff increase is ascribed to the drought- and El Nino-induced fall in hydropower generation, stubbornly high fuel costs, and higher prices of coal imported for thermo-power stations.

购电协议中电价由容量电价、电量电价及补充电价三部分组成。根据购电协议，电厂建成即使不发电，越南电力公司也要支付容量电价。电厂所发电量将全部由越南电力公司承购，即电量消纳有保障。补充电价主要包括实际土地赔偿费用。

通过土地租赁协议，项目建设所需土地得到有效保证。

通过政府担保协议，越南政府对越南煤炭公司及越南电力公司的付款违约提供政府担保，即如发生上述两家公司付款违约行为，其付款责任由越南政府承担。同时，越南政府保证投资方卖电获得的当地货币收益100%可以转换为美元汇出越南境外，有效规避了当地币发生大幅度贬值的风险。

针对项目投资回报率，中电工程聘请了国际著名财务事务所担任投资顾问，建立项目财务模型，在反复落实模型主要输入条件后，得到了比较理想的项目收益率。该收益率是基于长期的购煤、购电协议前提条件下获得的，因此较可靠。

海阳项目的投资收益风险通过上述各项协议得到了有效化解和分摊，并且项目投资收益率较为理想，该项目的投资收益风险可控制。

法律及不可抗力风险
根据购电合同PPA条款，因法律的变化对项目投资方带来不利影响的风险由越南工贸部负责承担，越南政府提供担保。合同也保障该项目不被不可抗力（天灾人祸）突发事件所影响。

+ Coal thermal power: 117.67kWh, accounting for 45.7%. In particular, Northern thermal power plants and BOT plants are highly exploited, ensuring water storage goals.

+ Gas thermal power: 24.8 billion kWh, accounting for 9.6%.

+ Oil thermal power: 1.24 billion kWh, accounting for 0.5%.

+ Renewable energy: 34.7 billion kWh, accounting for 13.5% (of which solar power reached 24.1 billion kWh, wind power reached 9.84 billion kWh).

+ Imported electricity: 3.96 billion kWh, accounting for 1.5%.

In the first 11 months of 2023, power production by EVN and Power Generation Corporations (including joint-stock companies) reached 106.27 billion kWh, accounting for 41.29% of the power production of the entire system.
