From the example given, it proves that there is leakage and unfairness if the subsidy is given in bulk. Because those using the Kancil will enjoy a subsidy of 912 ringgit while those driving a Mercedes will enjoy a subsidy of 2,400 ringgit.

The Government is ready to announce a new diesel and petrol subsidy scheme before October this year in order to tackle smuggling problems. This may mean strict limitation in diesel purchases. For example, only those with monthly income of less than RM5,000 are allowed to buy 200 litre of diesel a month. Any amount beyond that will be charged according to market price. Furthermore, diesel purchasers will be required to give their personal data from Mykad.
