Gamuda – Downgrade to HOLD

We downgrade Gamuda from Buy to Hold following the cancellation of mega rail projects such as MRT3 and HSR that it was previously eyeing on. While these contracts were never imputed directly into our forecast, we reckon these cancellations would make it hard to justify Gamuda’s pre-GE14 valuations. Earnings over the next 3 years (FY18-20) will nonetheless, still be supported by its ongoing MRT2 works. However, earnings sustainability beyond this would be in question. We lower construction P/E target from 18x to 15x and also incorporate a 30% discount to SOP. This reduces our TP from RM5.66 to RM3.58.

George Kent – Downgrade to HOLD

We downgrade GKent from Buy to Hold following the cancellation of mega rail projects such as MRT3 and HSR which it was previously targeting for. While these contracts were never imputed directly into our forecast, we reckon these cancellations would make it hard to justify GKent’s pre-GE14 valuations. Earnings over the next 3 years (FY19-21) would be supported be the LRT3 PDP role. Nonetheless, earnings sustainability beyond this is in question. Our revised SOP valuation for GKent is based on a bear case scenario using (i) NPV (WACC: 12%) for its engineering division with nil orderbook replenishment, (ii) 10x P/E for metering assuming no YoY growth and (iii) 30% discount to its net cash per share. Under this bear case scenario, our SOP based TP is reduced from RM3.25 to RM1.50.
WCT – Downgrade to HOLD

We downgrade WCT from Buy to HOLD given the macro slowdown in job flows arising from the review of mega projects. Our annual job win target has already been reduced from RM1bn to RM500m during the 1QFY18 results review. However, we take this opportunity to widen WCT’s SOP discount from 30% to 50%. Our TP is cut from 1.09 to RM0.78.

MRCB – Downgrade to HOLD

We downgrade MRCB from Buy to HOLD given its recent share price rebound which narrows the upside potential. Our SOP based TP is unchanged at RM0.68.

Kerajaan Sedang Siasat 'Fail Sulit Merah', Kata Lim
Proses siasatan berkenaan rahsia "fail merah" yang didakwa mengandungi perkara berkenaan penyelewengan dan skandal membabitkan 1MDB sedang dijalankan, kata Menteri Kewangan Lim Guan Eng.

Beliau berkata proses siasatan itu dipertanggungjawabkan kepada syarikat perakaunan dan audit dalaman yang dilantik untuk memastikan siasatan lebih komprehensif .

Sebuah akhbar tempatan hari ini melaporkan kenyataan Lim berhubung "fail merah" berkenaan yang sebelum ini didakwa cuba disorok oleh kerajaan Barisan Nasional (BN).

Dalam wawancara dengan akhbar itu, Lim dilapor berkata sebelum ini kesemua fail tersebut tidak boleh diakses kerana kerajaan BN menghalang auditor dan pegawai yang bertanggungjawab untuk menelitinya secara profesional dan integriti.

Dalam perkembangan lain, Lim memuji langkah kerajaan negeri Pulau Pinang yang memotong 10 peratus gaji ketua menteri dan 10 anggota Exco untuk disalurkan kepada Tabung Harapan Malaysia (THM).

Jumlah kutipan THM dikemas kini setiap hari pada tiga petang di laman web Kementerian Kewangan.

（布城2日讯）财政部长林冠英透露，早前仅有特定人士可阅览的机密文件，如今终于公开，惊人的是这些文件内含许多不为人知的一马发展公司丑闻，其中该公司从未支付一分一毫的债务。
他说，国阵政府此前试图隐藏这些机密内容，并阻止审计员和负责官员读取和专业调查这些文件。

“这些文件终于公开了，让我惊讶的是内藏这么多1MDB丑闻，原来1MDB债务之前都由政府支付，该公司之前告知他们自行支付，实际上却没支付过一分一毫。”

财政部长林冠英表示，还有更多有关一个大马发展有限公司（1MDB）的财务丑闻，仍存在只限数名财政部前官员翻阅的“红色档案”（redfiles）内。

据《SinarHarian》报导，林冠英宣誓就任为财政部长后，获准翻阅有关机密文件，并发现财政部在去年，就已为1MDB偿还将近70亿令吉债务和利息。

“原来1MDB的债务是由政府偿还的。在这之前，1MDB自称自己偿还。（事实上）他们一分钱都没还过。”

他说，有关档案内容也包括数项要求中央政府付款的合约，唯付款时间与工程进度不符。

他说，一般上是货到付款，这些文件却反过来，要求政府先付费才交货。

“为何会这样？因为协议是按照周期而定，即每6个月付款一次，不论工程竣工与否。”

另外，根据《TheEdge》报导，林冠英说，在他到财政部上班第一天，总审计司告知政府的账户无法综合计入，原因是无法翻阅所有档案。

对于“红档案”事宜，林冠英认为，应该是在前首相拿督斯里纳吉领导期间，特别是爆发1MDB丑闻才出现的档案。

他大胆假设，纳吉之前的政府没有上述作风。
“PakLah（前首相敦阿都拉）是忠直的人，他不会隐藏任何事。他会交由专业的人士处理，不过1MDB是完全另一回事。我想这是有心隐瞒人民。”

他说，此前，就连部门最权威的总审计司都不能翻阅“红档案”，如今他与总审计司都能翻查所有机密档案了。

他说，主导财政部的“关键人物”是财政部前秘书长丹斯里莫哈末依尔旺，而只有莫哈末依尔旺和其副手们可以翻阅“红档案”，且不会与其他部门同事分享内容。

“因此，那个人直接管理‘红档案’，他拥有所有书面授权，你也无可奈何。他被指示执行任务。”

“而指示他的人，当然是莫哈末依尔旺。”
他说，“红档案”包括1MDB和前子公司SRC国际有限公司的资料，同时表明他将在下周揭露其他“红档案”。

他也说，另一个“红档案”或是数百亿令吉的东海岸铁路（ECRL）计划工程，并指财政部还未有此工程的完整合约。

“在某种程度上，东海岸铁路计划是‘红档案’，因为我们（财政部）没拿到合约副本，直到我们开口问起。最后，他们才肯给我们一个合约副本。

“有份参与东海岸铁路计划的公司，没有合约副本，财政部的律师也没有。只有莫哈末依尔旺拥有相关文件。”

随着第14届大选后变天，莫哈末依尔旺在5月14日被调职到公共服务局，其合约更从2019年3月6日缩短至今年6月14日。

KUALA LUMPUR (May 28): The decision to drop plans to build the high-speed rail link between Kuala Lumpur and Singapore is final, Prime Minister Tun Dr Mahathir Mohamad said, adding that it could see Malaysia facing up to RM500 million in penalty.

Speaking to reporters after chairing Parti Pribumi Bersatu Malaysia’s meeting today, the Prime Minister said he has yet to verify whether the 500 million amount would be in ringgit or Singapore dollars, or any other currency for that matter.

“I have not seen the [terms of the] KL-Singapore high-speed rail (HSR) agreement, but I am told that we may pay as much as RM500 million in compensation (for scrapping the deal)...we will try to manage it at the least cost possible,” he said.

“I have yet to verify (whether the penalty would be denominated in ringgit), but I suppose it will be in the ringgit,” he added.

When asked if scrapping the project is a final decision from the Pakatan Harapan government, Dr Mahathir said yes.

"The HSR...it is only a short track. It is not beneficial to us," he said.

In an interview with the Financial Times published today, Dr Mahathir was quoted as saying that Malaysia "needs to do away with some of the unnecessary projects, for example the high-speed rail, which is going to cost us RM110 billion and will not earn us a single cent. That will be dropped".

On April 5, MyHSR Corp Sdn Bhd had announced that the consortium of Malaysian Resources Corp Bhd and Gamuda Bhd had been selected as project delivery partner (PDP) for the northern portion of the KL-Singapore HSR project alignment, while another consortium by the name of Syarikat Pembenaan Yeoh Tiong Lay Sdn Bhd-TH Properties Sdn Bhd had been selected for the southern part.

The PDPs will be responsible for the designing and delivery of KL-Singapore HSR's civil works at an agreed cost and schedule.

Eight stations were being planned for the KL-Singapore HSR project, namely Bandar Malaysia, Sepang-Putrajaya, Seremban, Melaka, Muar, Batu Pahat and Iskandar Puteri stations in Malaysia, and the Jurong East station in Singapore. Operations of the KL-Singapore HSR service was targeted for commencement by Dec 31, 2026.

The HSR project would cut travel time between Singapore and Kuala Lumpur to 90 minutes, compared with more than four hours by car.

掌政的前朝政府并没有纳入真正的债务义务，尤其是政府担保的债务及公私合伙租赁合约，借此来规避将上述两组债务纳入官方国债的数据。联邦政府给予财政部子公司的债务担保已明显遭滥用，若相关机构无法偿还债务，最终仍需要联邦政府的介入。是否要告诉人民，联邦政府以担保人身份还债，就不属于联邦政府的债务？债务的本质不会因名称不同而有所改变。”财长提供的数据已列出，如今政府必须承担的债务担保，包括国家基建有限公司兴建捷运工程的422亿令吉，及一马公司380亿令吉的债务。

滥用公私合伙租赁合约机制。

更过份的是，前朝政府滥用公私合伙租赁合约的机制，让联邦政府未来数十年必须偿还比工程实际费用更高的债务。“举例，在一宗总值5亿令吉的兴建工艺学院合约，前朝政府透过公私合伙租赁合约的机制，直接颁发合约予朋党公司，这些公司则将这份合约抵押给银行来融资。联邦政府虽然不需直接支付工程费用，但仍必须以每月付款方式，来偿还该工程三倍的费用，即15亿令吉。”

希盟政府发现前朝政府已颁发总值超过630亿的公私合伙租赁合约工程，这让政府未来数十年至少必须偿还2010亿令吉的租赁合约付款。

潘俭伟强调，希盟不会延续前朝政府隐藏债务的做法来欺骗金融市场，相反希盟将致力成为具竞争、有诚信及透明化的政府。他相信，尽管短期内将面对些许波动，但唯有正视问题，中长期才能有更强劲的表现。

“根据目前所知的资料，东铁原本价格约270亿令吉，就算加上额外差价也不超过300亿令吉，问题是前朝政府为何以550亿令吉签约？难道前朝继续发扬「买贵」来刺激GDP的「优良传统」吗？“
