Opposition does the math, says Putrajaya averaged RM4 million a day on consultants over four years

Putrajaya spent over RM 7.2 billion on private consulting firms from 2009 to 2013, an opposition lawmaker said in Parliament today.

PKR MP Wong Chen (pic, right) said an average of RM4 million was spent daily, or RM125 million monthly, on private consultants.

"Why spend so much on private consultants when you have experts in the civil service?", he asked, adding that the amount spent on private consultants increased at an average of 13.5% a year.

"This is double Malaysia's annual GDP (Growth Domestic Product) growth rate."

He also said that the Prime Minister's Department alone had spent RM212.5 million on foreign consultants from 2008 to 2013.

"Just what kind of message is the Prime Minister sending out?"

Wong said that this trend of spending is worrying as a pertinent concern is that the consultants charge non-fixed fees.

"How do we know that the government is paying an appropriate fee level for these services? Greater transparency is needed."

The Finance Ministry, in a written reply to Wong yesterday, said that in the year Datuk Seri Najib Razak took office in 2009, RM1.3 billion was spent on private consultancy services.

This rose to RM1.63 billion the next year, followed by RM1.8 billion in 2011, RM1.82 billion in 2012 and RM722 million within a 10-month period from January to October this year.

The ministry said the capabilities of government researchers are limited with regards to their competency and manpower, hence the need to engage outer government services.

"Hence, the government needs to appoint private consultancy firms so that the constraints of competency and human resources faced by government agencies will be resolved to ensure that projects and research are carried out according to plan,” the ministry said.

The ministry also pointed out in its reply that despite Putrajaya developing the necessary skills of government researchers and consultants in public universities, the National Institute of Public Administration and via many other government agencies and ministries, the capabilities of those produced from these institutions were limited.

During the press conference Wong also demanded that ministries fully disclose how much had been spent on private consulting firms and the details of the firms.

He also requested that the Auditor General and the Public Accounts Committee focus on spending on consultants in the next AG’s report. – November 13, 2013.

Motorcyclists may have to pay toll

KUALA LUMPUR, Nov 14 — Putrajaya is considering toll charges for motorcyclists nationwide and studying the feasibility of constructing bike lanes on highways.

Nanyang Siang Pau quoted Works Minister Datuk Fadillah Yusof as saying that a special committee would study the proposal.

He said only a few highways nationwide had bike lanes.

“We will also study the feasibility of restricting the types of motorcycles that can use the highway based on their engine capacity.

“We will also study the width of the dedicated lanes to ensure they accommodate motorcycles of various sizes.”

He said the ministry would only make a decision after the committee completes the study.

Fadillah said at present toll charges were not determined according to engine capacity but based on the class or type of vehicle.

“High-powered motorcycles are exempted from toll charges because they fall under the category of two-wheeled vehicles,” he said, adding that motorcyclists had to pay toll at the Malaysia-Singapore Second Link Expressway (Tanjung Kupang Toll Plaza), as well as the Penang Bridge.

Tomorrow, the Malaysian Parliament will spend precious parliamentary time to debate a motion to suspend Padang Serai MP N Surendren for 6 months.

It is one of those moments that I hate to call myself a member of the Malaysian Parliament. To suspend a member for a day or two is common parliamentary practices. To suspend someone for half a year is vicious.

I just spent an hour or so to watch series of videos from the Australian parliament of members paying tribute to Kevin Rudd, former PM, who announced his retirement from politics and resignation from Parliament.

The tributes by Rudd's political opponents Prime Minister Tony Abbott, Joe Hockey and Malcolm Turnbull were particularly beautiful, gracious and magnanimous.

I urge all of you to watch these tributes. That MPs could have chosen other careers over public life and to serve in the parliament is the highest form of service to a nation; that public service is about improving the lives of others; and that there must be decency even to political foes.

It is in such historic occasion - the farewell of a defeated Prime Minister from parliament - that the character of a parliament is shown.

Bahayanya serangan burkholdera cepacia adalah kerana bakteria itu menyerang sistem imun badan dalam senyap dan kesannya hanya dirasai setelah lebih seminggu.

KUALA LUMPUR: Menteri Besar Pahang, Datuk Seri Adnan Yaacob menafikan beliau dijangkiti virus leptospirosis (kencing tikus) atau bakteria meliodosis yang berpunca daripada air dan tanah.

“Doktor sahkan burkholdera cepacia, bakteria ini terdapat di dalam lumpur dan tanah. Sebelum ini saya ada ke Cameron Highlands dan Jerantut, tidak pasti dapat bakteria ini di mana,” katanya

Menurut Adnan lagi, bahayanya serangan burkholdera cepacia adalah kerana bakteria itu menyerang sistem imun badan dalam senyap dan kesannya hanya dirasai setelah lebih seminggu.

Beliau mengulas kenyataan Ketua Penerangan PAS Pahang, Suhaimi Md Saad yang mengatakan Adnan pemimpin pertama di Pahang disyaki mendapat jangkitan air kencing tikus.

Sebelum ini sebuah blog yang beroperasi dari Pahang menyiarkan kehairanan orang ramai berhubung ketidakmunculan Adnan pada majlis penyampaian hadiah ketika Pahang muncul sebagai Juara Piala Malaysia.

Blog Pahangdaily Online itu turut mengaitkan dengan ketiadaan Adnan pada sambutan Maal Hijrah 1435 peringkat Pahang di pekarangan RTM Pahang di Kuantan pada 5 November lalu sehingga menimbulkan pelbagai spekulasi.

Terbaru, ketiadaan Adnan pada program perasmian Hari Peladang, Penternak dan Nelayan Kebangsaan 2013 (HPPNK) yang berlangsung di Padang MPK2 dirasmikan oleh Perdana Menteri 8 November lalu, turut menjadi bualan ramai.

Bercakap kepada sebuah akhbar harian, Adnan berkata, “Saya mengalami demam kuat secara tiba-tiba dalam perjalanan ke Stadium Shah Alam untuk menyaksikan perlawanan bola sepak, tetapi terpaksa dimasukkan ke hospital,” katanya lagi.

Sebelum itu, kata Adnan, beliau menjalankan tugas seperti biasa kerana tiada tanda-tanda bahawa dirinya berada dalam keadaan tidak sihat.

Apa yang dialaminya kata Adnan, akan sentiasa menjadi ingatan kepadanya untuk sentiasa mengutamakan aspek kebersihan.

“Saya akan mengadakan lebih kerap kempen-kempen yang berkaitan dengan kebersihan dan kesihatan,” katanya.

Beliau turut menceritakan pengalamannya dijangkit penyakit tersebut sambil berkata, “Lambat dua jam terima rawatan, saya mungkin mati”.

Sambil berterima kasih kepada kumpulan doktor yang merawatnya, beliau berkata, kecekapan ditunjukkan mereka telah menyelamatkan nyawanya yang berada di saat-saat genting.

“Alhamdulillah, sampai sahaja mereka terus buat ujian, tak sampai lima minit mereka tahu bukan denggi, terus bagi antibiotik.

“Tapi ada anak kawan menantu saya meninggal dunia semalam sebab pergi hospital hari Jumaat, Isnin baru masuk ICU (unit rawatan rapi), lambat terima rawatan, bukanlah di hospital ini,” katanya di Hospital Prince Court di sini semalam.

Pengalaman dilalui, kata Adnan, memberi kesedaran kepadanya betapa setiap hospital perlu mempunyai prosedur operasi standard tertentu terhadap pesakit yang menerima rawatan.

Ini kerana, katanya, tindakan yang cekap dan pantas mampu menyelamatkan nyawa pesakit dan tidak harus berlaku perbezaan sama ada pesakit itu seorang Menteri Besar atau rakyat biasa.

Walaupun telah disahkan pulih, buat masa ini jelas Adnan, beliau masih memerlukan rehat beberapa hari sebelum memulakan tugasnya semula.

Adnan telah dimasukkan ke ICU Hospital Prince Court milik Petronas pada 4 November lalu.

Syed Mokhtar untung RM3.5 bilion tapi pesawah terus miskin
Dinner PR 01SUBANG 13 NOV: Tan Sri Syed Mokhtar Bukhari diunjur bakal memperoleh pendapatan bernilai RM3.5 bilion daripada hasil pelaburan beliau dalam syarikat Padiberas Nasional Berhad (BERNAS) dalam jangka masa tiga tahun akan datang.
Unjuran pendapatan itu diperoleh berdasarkan keuntungan BERNAS yang terus meningkat daripada hasil komoditi beras yang juga makanan ruji rakyat Malaysia.
Ketua Umum Parti Keadilan Rakyat (PKR), Datuk Seri Anwar Ibrahim, berkata keadaan itu membuktikan kerajaan Barisan Nasional (BN) lebih mengutamakan kroni mereka, berbanding kehidupan pesawah padi yang berterusan dibelenggu kemiskinan.
“Lebih menjadi tanda tanaya bagaimana seorang Melayu boleh beli syarikat atau penswastaan dan mencatat unjuran kekayaan pendapatan dalam tempoh tiga tahun akan datang RM3.5 bilion daripada BERNAS, sedangkan pendapatan rakyat miskin itu tidak mencukupi,” kata beliau pada Majlis Makan Malam Pakatan Rakyat (PR) di Hotel Empire, di sini, malam tadi.
Anwar berkata, ketika beliau menjadi Menteri Kewangan, penswastaan BERNAS hanya boleh diteruskan dengan syarat sebanyak 10 peratus saham syarikat itu diagihkan kepada Pertubuhan Peladang Kebangsaan (NAFAS) dan Persatuan Nelayan Kebangsaan (NEKMAT), manakala lima peratus kepada Lembaga Kemajuan Pertanian Kemubu (KADA) Kelantan, Lembaga Kemajuan Pertanian Muda (MADA) Kedah dan kakitangan BERNAS.

Sebelum ini, Anwar menegaskan Syed Mokhtar berjaya memiliki 53.7 peratus saham BERNAS melalui dua syarikat miliknya sehingga akhir 2009 dan tawaran pembelian saham itu dilanjutkan pada penghujung Februari lalu melalui beberapa syarikat lain yang dikatakan bernilai RM477 juta.
Anwar berkata, keuntungan bersih tahunan BERNAS secara konsisten pada RM135 juta sejak 2006 dan terus meningkat daripada RM2.1 bilion kepada RM3.6 bilion pada 2012.
Sementara itu, pada majlis sama, Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim menggesa supaya kerjasama antara parti komponen Pakatan Rakyat PR diperkukuhkan lagi bagi menghadapi Pilihan Raya Umum ke-14 (PRU-14).
Majlis Makan Malam PR itu dihadiri kira-kira 100 pemimpin utama PR termasukl Presiden PKR, Datuk Seri Wan Azizah; Penasihat DAP, Lim Kit Siang dan Timbalan Presiden PAS, Mohamad Sabu.

Pengerusi Persatuan Penduduk Taman Seputeh itu percaya kenaikan itu akan menjadi punca kejatuhan kerajaan Barisan Nasional (BN) dalam pilihan raya umum akan datang, yang perlu diadakan selewat-lewatnya pada 2018.

Beliau tidak berseorangan. Wakil persatuan penduduk lain turut marah dengan kenaikan cukai pintu yang diumumkan oleh Dewan Bandaraya Kuala Lumpur (DBKL) melalui notis diterima sejak minggu lalu.

Kenaikan cukai pintu di Kuala Lumpur terakhir adalah 21 tahun lalu.

Menurut satu laporan dalam The Star tahun lalu, jumlah hartanah yang menjadi penempatan di Kuala Lumpur berjumlah 1.77 juta unit.

Menteri Wilayah Persekutuan, Datuk Seri Tengku Adnan Tengku Mansor semalam mempertahankan kenaikan cukai pintu dengan berkata, harga hartanah di Kuala Lumpur juga sudah melambung tinggi.

“Jika sebuah rumah dahulunya berharga RM80,000 dan kini berharga RM700,000, tetapi harga cukai pintu masih lagi rendah, apa yang seharusnya kita lakukan,” katanya di Parlimen semalam.

Quah tidak dapat diyakinkan dengan alasan Tengku Adnan.

“Kenaikan adalah melampau,” katanya dan menambah bagi rumah teres di Taman Seputeh, harga cukai pintu meningkat daripada RM9,000 kepada RM18,000. Di Kepong, sesetengah pemilik rumah kos rendah mengatakan kenaikan sebanyak 267%.

“DBKL hantar surat kepada kami mengatakan kami mempunyai 12 hari untuk bantah,” katanya.

Wakil persatuan penduduk yang lantang itu tidak berhenti setakat itu, beliau mempersoalkan mengapa Perdana Menteri, Datuk Seri Najib Razak senyap tentang kenaikan kos kehidupan yang membebankan golongan kelas menengah.

“PM terlalu senyap sedangkan beliaulah di belakang semua ini,” kata Quah dan menambah ini boleh menyebabkan rakyat berdemonstrasi di jalan raya jika kerajaan tidak bertindak untuk menghentikan kekejaman ini.

Katanya, lebih menyakitkan hati adalah alasan yang diberikan untuk kenaikan itu.

Quah berkata, apabila penduduk Taman Seputeh pergi ke DBKL untuk mendapatkan penjelasan tentang bagaimana kadar baru cukai pintu dikira, beliau diberitahu “kenaikan sudah tidak dilakukan selama bertahun-tahun.”

“Ini adalah penjelasan mereka. Dari mana mereka boleh dapat duit lagi,” katanya.

Pengerusi Persatuan Penduduk Bukit Bandaraya, Datuk Mumtaz Ali juga mempersoalkan mengapa DBKL menaikkan kadar cukai pintu tanpa berbincang dengan penduduk terlebih dahulu.

“Mengapa mereka menolak slogan PM agar ‘rakyat didahulukan’?

“Mereka tidak pernah berbincang dengan kami. Apa yang kami ingin tahu ialah adakah mereka sudah memperbaiki perkhidmatan mereka,” katanya.

Katanya, penduduk Bukit Bandaraya menderita apabila lebih banyak kelulusan diberikan kepada aktiviti komersial di kawasan mereka, dan pihak berkuasa tempatan mengatakan ia akan menambah nilai kepada kawasan kejiranan itu.

Setiausaha Persatuan Penduduk Bangsar Baru, Prem Kumar Nair, berkata kenaikan cukai pintu ini tidak akan menggembirakan penduduk apatah lagi baru-baru ini kerajaan mengumumkan pengenalan cukai barangan dan perkidmatan (GST), penghapusan subsidi gula dan pemotongan subsidi minyak.

“Kerajaan mesti terlebih dahulu menyelesaikan isu ketirisan dan mengambil langkah penjimatan kerana kami tahu agensi kerajaan membayar dengan harga lebih tinggi kepada pembekal.

“DBKL mempunyai banyak wang dalam simpanan mereka. Jadi mereka harus menyelesaikan isu pembaziran dan ketirisan berbanding meminta kami bayar labih,” katanya.

Setiausaha Persatuan Penduduk Desa Aman, Koh Guan Swee, berkata rakyat dibebankan dengan kenaikan kos dan ini bukanlah masa sesuai untuk menaikkan cukai kerana gaji orang ramai masih berada di tahap sama.

“Ini bukan masa sesuai untuk menaikkan harga semua benda sehingga kerajaan berjumpa dengan cara untuk memperbaiki pendapatan golongan kelas menengah dan golongan kelas menengah bawah yang menderita dengan kenaikan kos kehidupan,” katanya.

Koh berkata, graduan yang baru mendapat kerja hanya menerima gaji sekitar RM2,000 sebulan dan ini tidak cukup untuk hidup di Kuala Lumpur tanpa bantuan ibu bapa mereka - turut terseksa untuk membayar pelbagai bil.

From 100-yr-temple to 200% hike in assessment rate, Ku Nan in HOT SOUP!

KUALA LUMPUR - The government's decision to revise the assessment rate for Kuala Lumpur, which has increased to over 200%, is timely and in line with the increase in property value, the Dewan Rakyat was told.

Defending the decision, Federal Territories Minister Datuk Seri Tengku Adnan Mansor said the assessment rate has remained the same for the past 21 years.

However, he was quick to say that it was not the final decision and residents have till Dec 17 to submit their feedback.

Citing an example of the value of a terrace house which was RM80,000, 21 years ago, Tengku said these properties now cost more than RM400,000.

Tengku Adnan was responding to Lim Lip Eng (DAP-Segambut) who hit out at the "steep increase of more than 200%".

Critising the decision, Lim called it a "crazy" idea to increase the rate without any strong basis.

He said the government should urge Kuala Lumpur City Hall to withdraw the notice as it would burden the people.

"Don't confuse the Dewan and the people. If the people don't agree, they can write to City Hall and we will reconsider.

"We give importance to the people's welfare first," Tengku Adnan said.

Fong Kui Lun (DAP-Bukit Bintang) interjected, asking how residents in old settlements like Taman Seputeh could afford to pay assessment rates for their properties which would cost tens of thousands since they are mostly retirees.

Tengku Adnan assured that the government will take all the feedback and objections into consideration and discuss the best approach before coming up with a win-win solution.

"The residents in KL also need to understand that the value of their property has hit the roof and they have to eventually pay the corresponding value," he said.

Pakatan MPs held a press conference on the proposed assessment hike imposed by DBKL. Some property owners may face assessment hike of up to 236%. It is madness!

I understand that DBKL has not raised assessment for more than 21 years, same with many local councils in Selangor. However, how can DBKL suddenly raise the assessment this much without prior notice to MPs and the residents. What's the rationale and calculation?

The assessment hike also comes at the time when the government announced the cancellation of sugar subsidy, petrol price hike and implementation of GST......and salaries of most of the wage earners have not gone up.

To live in Malaysia is getting more and more expensive......sigh!
