The higher taxes imposed on casino operators are negative to both GENM and GENT. The increased taxes are expected to impact the margins for Resorts World Genting casino operations. No surprise on NFO as the reduction in number of special draws was highlighted prior to the budget 2019.  Out of the four taxes, the higher casino duties tax from 25% to 35% (on GGR) is expected to have the highest negative impact. The increase in machine dealer’s license fees and gaming machine duties are expected to have minimal impact to bottom line, quantum wise.  Overall, our FY19/20 EBITDA and PATAMI for GENM are expected to reduce by -27%/-27% and -34%/-36%. Meanwhile, our FY19/20 EBITDA and PATAMI for GENT are expected to reduce by -10%/-11% and -14%/-14%, respectively. For BTOTO, we reduce our FY19/20/21 EBITDA and PATAMI by -4%/-6%/-6% and -4%/-7%/-7%, respectively.  We tactically downgrade GENM to SELL (from BUY) with lower SOP-derived TP at RM4.01 (from RM5.80) after factoring in the earnings revision from the additional taxes impacts and lower our EV/EBITDA multiple for Resorts World Genting operations given the growth prospect is now undermined the steep increase in gaming tax.  Similarly, we reduce our GENT to HOLD (from BUY) with lower TP at RM7.51 (from RM12.27), based on SOP after consolidating the forecasts and TP changes in GENM. In additional, we expanded the holding discount for GENT to 50%, which is above the 2years 2SD holding discount of 40% given the change in sentiment following the worse-than-expected implications from policy change.  Maintain HOLD call on BTOTO with lower DCF-derived TP of RM2.16 (from RM2.36) after factoring in the lower number special draws days.  We are downgrading the gaming sector to UNDERWEIGHT (from OVERWEIGHT) as we opine that the additional taxes and duties slapped on GENM would more than offset the incremental income expected from the exponential increase in the visits resulting from the RM10.4bn GITP expansions. The reversal from earnings growth to earnings contraction expectations as well as the extra risk on margin compression would no longer entice the interest from investors.
