Cambodia, US Share Concerns Over Lao Dam

Following a meeting with a visiting U.S. diplomat on Wednesday, Ministry of Foreign Affairs Secretary of State Ouch Borith said the U.S. shares Cambodia’s concerns about a controversial hydropower dam Laos is planning to build on the Mekong River.

Cambodia and Vietnam both fear that the 256-MW Don Sahong dam in southern Laos will severely reduce vital fish stocks in the Lower Mekong and its tributaries.

Mr. Borith said that Scot Marciel, principal deputy assistant secretary at the U.S. State Department’s bureau of East Asian and Pacific Affairs, shared the two countries’ worry.

“We have concerns that this huge dam that Laos wants to build will affect the Mekong,” Mr. Borith told reporters after the meeting. “Mr. Scot said that [U.S. Secretary of State] John Kerry has also discussed this and has pushed Laos to host a summit in Laos by the end of the year.”

In June, Laos agreed to postpone construction of the dam until it consults with its neighbors.

Mr. Borith said Mr. Marciel also asked him about the status of a draft memorandum of understanding between Cambodia and Australia that would see refugees detained while trying to reach Australia resettled in Cambodia.

The deal has come under widespread rebuke from opposition lawmakers and rights groups in both Cambodia and Australia because it would send the refugees to one of the poorest and most corrupt countries in the world.

Mr. Borith said he told the U.S. diplomat that proposals were still being reviewed, but declined to say anything else about the pending deal, which both Cambodia and Australia have shrouded in secrecy.

“No discussion at all, he just want[ed] to know what the situation is,” he said.

Mr. Marciel, he added, also welcomed the recent political settlement that saw the opposition CNRP end its yearlong boycott of the National Assembly over 2013’s national elections, which the opposition accuses the CPP of rigging.

Mr. Marciel did not stop to speak with reporters after the meeting, and the U.S. Embassy did not immediately reply to a request for comment.

Guys, let me share with you my working experience in an engineering firm. It's not easy to handle sick project. The Indian power plant is regarded as sick because the plant cannot function the way it was planned. Time and money wasted as a result. Please find below the impacts of a sick project on the company in the medium term.

1. The employees' morale will hit all time low. This is bad as their leader has been unable to steer clear of this hurdle (get the plant operated). Employees will start to worry about their future in the company. Some will look for other jobs, some will try to run own small businesses outside (their reasonings are.... in case they get fired they still have constant income) , etc. workers' productivity will nosedive for sure.

2. Without projects for 23 months consecutively mean the employees would have a lot of free time. This is dangerous as the employees will find other "things" to do to kill of the time in the office. Some will get hooked to online chatting, some will constantly check their FB, some will start to play shares, etc. if there is a job won, say 1 year from now, do you think these employees can abandon "online chatting", "FB" and "play shares"? The answer is "no", and the productivity will be hurt.

3. The personnel that are tasked to handle the sick project is always regarded as "cost centre", meaning they will always be perceived by their peers in the office as "company's burden".

4. The bosses will start to worry about their fortune as they invested heavily into the company. Bosses also worry how to secure new jobs, how to deal with the lingering problem at the India power plant, how to "fabricate" stories to please investor, how to calm down KKY and response to KKY's request for adding 1-2 intelligent talents into their board of directors, how to discourage KKY from writing nasty things about BN.....in short, if the bosses have so many things to worry at the same time, he will surely be unable to deliver effectively.

Mudajaya kini hanya mampu meraih projek internasional kerana bidaannya dalam projek tempatan selalu disisihkan oleh kerajaan Malaysia. Ibu tak mampu, maka cuma harap pada anak (subsidiary) untuk meneruskan sisa hidup. Ibu nak bersaing di persada internasional? Langkah mayat aku dulu.
